Context
For already many years the Netherlands Red Cross is supporting the Indonesian Red Cross in the field of disaster management. Since 2007 a mutual programme on Integrated Community Based Risk Reduction has started in Nusa Tenggara Timur. This year, a follow-up programme has started, building on the previous programme, and further expanding the programme to vulnerable districts in NTT. The new programme is implemented by the Indonesian Red Cross, with support of the Netherlands Red Cross, as part of the' Partners for Resilience' (PfR) consortium.
PfR is an alliance of five humanitarian, development and environmental organizations bringing together knowledge and expertise in the field of disaster risk reduction (DRR), climate change adaptation (CCA) and ecosystem management and restoration (EMR). The PfR is funded by the Dutch Ministry of Foreign Affairs (MFS-II grant facility) and consist of the NLRC (lead), CARE Nederland, Cordaid, Red Cross/Red Crescent Climate Centre and Wetlands International. Each of the alliance partners works together with local partner institutions in the implementation of the programme, making the PfR a large and diverse consortium with many opportunities for complimentarity and learning.
The new programme, called `Integrated Community Based Risk Reduction Programme – Partners for Resilience (ICBRR-PfR) aims to reduce the impact of natural hazards on the livelihoods of 750.000 – 1.000.000 vulnerable people in nine countries: Ethiopia, Guatemala, India, Indonesia, Kenya, Mali, Nicaragua, Philippines, and Uganda. The programme has started on 1 January 2011 and will end by 31 December 2015. The programme will be implemented in Sikka and Lembata district, Nusa Tenggara Timur, and have extensive cooperation and exchange with initiatives of other consortium partners in other parts of the province (and beyond).
Purpose of the position
The main aim of the position of the PO is twofold:
- To ensure that opportunities of working in a consortium are taken advantage of, by helping PMI to identify linking and learning opportunities and support follow-up;
- To ensure accuracy in implementation of the ICBRR-PfR programme in NTT, and enabling NLRC to report to its donors and partners as per their requirements (in time and with proper information).
Above mentioned tasks should not be done by taking over roles and responsibilities of PMI, but rather through assisting them.
Though the emphasize of this position is on the above mentioned tasks, the PO can be asked to help out with any other activity whenever needed.
Position in the organisation
The PO is functionally reporting to the DM Programme Coordinator in Jakarta and in line to the NLRC Country Programme Coordinator. The PO will work in close collaboration and have frequent communication with the NLRC DM officer in Jakarta.
Though the official reporting line is with NLRC, in practise the PO will have to ensure PMI is well informed about his/her activities.
The PO will be based in the office of PMI provincial chapter of NTT in Kupang.
Responsibilities/ Key Tasks
Supporting the ICBRR-PfR programme in NTT. More specifically (but not exclusively):
- Identify opportunities for exchange with programmes and initiatives of other PfR partners, within the Red Cross Movement, and beyond (main focus on NTT);
- Support PMI in following up on the above mentioned opportunities;
- Monitor the field condition and progress of the programme in all project areas, and report this to NLRC as frequent as needed (eg depending on opportunities for non-planned activities, constraints, etc.). These reports/updates can be done orally or per email. An update by email (in English) to NLRC should be made at least once per week.
- Support PMI in timely delivery of monthly finance reports and cash requests;
- Assist PMI in timely delivery of quarterly narrative reports (in English);
- Ensure that implementation aligns with the donor requirements;
- Facilitate donor and NLRC visits;
- Actively work towards the achievement of the IFRC Secretariat's goals.
- Abide by and work in accordance with the Red Cross/Red Crescent principles.
- Support PMI in the implementation of any programme activity if needed and requested, and if the above mentioned reporting tasks do not suffer from it;
- Perform any other work related duties and responsibilities that may be assigned by the line manager

- Pragmatic
- In favour of community based approaches.
Knowledge and experience:
- Bachelor degree in Social Science or other relevant field;
- At least 2 years experience in development work;
- Experience in (community based) DRR programmes for at least 2 years;
- Experience in CCA / EMR is an advantage;
- Experience with Red Cross is an advantage;
- Good project management and reporting skills;
- Observes deadlines;
- Familiarity with NTT is an advantage;
- Indonesian national, fluent in spoken and written English.
- Skill full on computer (Microsoft Office).
Conditions
The employment conditions of the International Federation of Red Cross and Red Crescent (IFRC) apply. The location is the PMI office in Kupang with frequent travel within NTT (especially Sikka, Lembata) and Jakarta.
