Program Officer Sumba Iconic Island and Green Entrepreneurship (full time for 2 programs)

Hivos is seeking a qualified Indonesian national for the position of Program Officer Sumba Iconic Island and Green Entrepreneurship (full time for 2 programs)

The Program Officer will report directly to the Director Regional Office and the Coordinator Climate, Energy and Development in Hivos Head Office in the Netherlands and work closely with the Program Manager Biogas and Program Officer Green Entrepreneurship in the Southeast Asia Regional Office in Jakarta. The appointment will preferably start 1 June 2011 with an initial contract for a period of 1 year.

I. Sumba Iconic Island Initiative (1/2 time)

Hivos has recently started the Sumba Iconic Island initiative using a Multi Actors approach. The idea has gained strong support from the local  governments in Sumba, Nusa Tenggara Timur and other stakeholders. Hivos has commissioned feasibility studies and started to contact private sectors and funding agencies for (financial) support. The program entails the development of renewable energy such as micro-hydro, biofuels and biogas plants.

Tasks

1. Support the development of (new) ideas and projects to increase access to energy and the shift to renewable energy in Sumba
2. Oversee implementation of access to energy projects at Sumba
3. Liaise and coordinate meetings with relevant stakeholders in Sumba, Kupang and in Jakarta
4. Represent Hivos Southeast Asia in (technical) meetings in Indonesia
5. Responsible for communication, writing and translations about the project in Indonesia and the relevant work of the project's stakeholders
6. Responsible for regular report writing regarding the progress of the project in Indonesia
7. Involved in program and budget development for the project implementation in Indonesia
8. Maintain communication with the relevant stakeholders, Hivos Head Office Bureau of External Relations and Hivos ROSEA Communication Officer

II. Green Entrepreneurship (1/2 time)

Tasks:

1. Management of Hivos portfolio for Green Entrepreneurship, which include processing proposals, preparing of all necessary documents and administrative handlings and monitoring partners
2. Development of relevant initiatives in partnership with other relevant stakeholders
3. Contribution to Hivos overall organizational and policy development
4. Identification and accessing funding sources for Hivos programs in Indonesia and Timor Leste.

Required:

· Good knowledge of renewable energy technologies, development issues and preferably with experience in sustainable production or agricultural product chain development (quality markets, certification, farmer organization) or in business development and microfinance
· Experience with access to energy projects in rural locations
· Sound experience in managing partnerships and multi actor initiatives
· University degree in relevant field such as economics, social science (with focus on development studies or economics, business administration), natural resource management (agriculture, etc.).
· Good understanding of and strong affinity with civil society, in particular with non-governmental organizations.
· Affinity (willingness to learn) to work with ICT solutions for virtual meetings.
· Willingness and ability to perform administrative tasks such as reporting and filing programme portfolio
· A good team worker.
· Previous working experience in an international environment/organization would be an advantage.
· Having respect for humanitarian or humanist principles and willing to work in a non- discriminating, neutral, impartial and gender equal environment.
· Willing to travel and stay at Sumba (up to one quarter of the time) and other cities in Indonesia for related meetings
· Native Indonesian speaker with good command of English
