Regional Advisor on Climate Change

TERMS OF REFERENCE

POSITION TITLE: Regional Advisor on Climate Change 
DURATION OF CONTRACT: Assoonaspossibleuntil31.August 2012with possible extension 
DUTY STATION: Los Baños, Laguna, Philippines 
REPORTING TO: Project Director, Biodiversity and Climate Change Project (ACB-GIZ)

Background
The ASEAN Centre for Biodiversity and GIZ is currently implementing the Biodiversity and Climate Change Project (BCCP), a two-year project which aims to provide advisory services to ASEAN Member States on strategies and instruments for biodiversity conservation-related intervention measures on climate protection and adaptation of climate change. The project commenced operations on September 2010 and is expected to end on August 2012 with possible extension..
BCCP is inviting applications by dynamic, innovative, and committed candidates for the position of Regional Advisor on Climate Change for a full-time position in this project. Preference will be given to ASEAN Nationals or experts with prime experience in the ASEAN region.

Scope of Duties
Under the supervision of the BCCP Project Director and in close cooperation with staff of ACB, the Regional Advisor on Climate Change will perform a variety of tasks in support of project activities. He/she will be responsible for the following duties:
1. Policy Advisory/Programme Support
Provide guidance and technical support to the Project Team as they engage in climate change policy dialogues and trainings with key partners such as governments, donors, civil society, ensuring adherence with, and consistent and integrated application of, global approaches, methodologies, and strategies; Provide substantive technical and intellectual inputs in order to support ASEAN Member States (AMS) in the formulation and implementation of policies and programs on climate change adaptation and mitigation; Advise the Project Team on ways to build capacity of governments in programming climate change-related resources and provide advice on the effective use and management of different climate financing mechanisms; Review key documents produced by the Project Team to ensure that these account for and address climate change issues, and are within the context of the project; Develop publishable policy papers/briefs on the relationship of biodiversity and climate change; Explore strategic opportunities with AMS and partner organizations that can maximize synergies between biodiversity and climate change; Liaise and coordinate with regional development partners and donors, building strategicalliancesonbehalfofthe Project Teamthat deliver benefitsto AMS.

2.Researchand Knowledge Management, Networkingand Partnerships
Conduct regular briefings with the Project Team on the status of international climate change negotiations, forthcoming events in the region, major regional initiatives underway and ongoing climate change projects in the region; Support the Project Team in the development of strategic and thematic
partnerships with governmental agencies, UN agencies and other important regionalactorsin climate change; 
Secure a flow of information by putting in place mechanisms to ensure the AMS know-how about climate change-related activities undertaken by the project as well as by other major global and regional actors; Promote the use and improvement of knowledge management mechanisms to share information about climate change related initiatives; 
Build and maintain strategic alliances with development partners (i.e. governments, NGOs) and donors; Provide inputs to the preparation of presentations, advisory and briefing notes, as needed;
Document and analyze experiences at the country, regional and global level in support of climate change activities;
Identify relevant lessons learnt to be disseminated between countries and identifyand develop linkagesbetween countriesin the region,as appropriate.

3.Planning,monitoring,evaluation andreportingofprojectactivities
Organize regular meetings involving the Project Team to discuss and report on the progress ofthe project;
Prepare monthly reports on activitiesand resultsachieved;
Review the project work plan and propose appropriate methodologies to effectively carry outactivitiesbased upon internal discussions;
Provide inputsto the preparation of the Project Completion Report.

Qualifications and Experience
Master’s degree in Environmental Studies, Economics, Sciences, Development Policy,ora closely related field;
At least 10 years of experience in the field of environment and development, including specialized experience in climate change at a regional or international level;
Extended experience in development assistance framework and policy development;
Multidisciplinary professional experience preferred;
Relevanttrainingorshort-termcoursesrequired ofthe position;
Excellentskillsworkingwithoffice applications (MS Excel,Word andPowerPoint);
Excellent verbal and written communication skills in English, ability to communicate ideas effectively and write quickly and clearly under pressure;
Fluency in written and spoken English and in at least one regional language is a prerequisite, further languages an asset;
Applicants must be willing to work in Los Baños, Laguna, Philippines, with frequent short-term displacements within ASEAN.

Remuneration Package: negotiable; if you wish to do so, please feel free to indicate your expectations.

ReportingArrangements 
The Regional Advisor on Climate Change is expected to report to the BCCP Project Director, puttingin at least 40 hours a week in the duty stationoron duty travel, if required.

Duration of the Assignment
