School Database System Consultant in RTI/DBE1

RTI is an independent organization dedicated to conducting innovative, multidisciplinary research that improves the human condition. With a worldwide staff of more than 4,000 people, RTI offers innovative research and development and a full spectrum of multidisciplinary services. Universities in North Carolina founded RTI in 1958 as the first scientific organization in and centerpiece of the Research Triangle Park.

BACKGROUND:

DBE-1 project (under RTI) is currently seeking aplicants for School Database System (SDS) and BOS 2011 Reporting PROGRAMMER Consultant. The objective of DBE-1 is to develop more effective decentralized education management and governance. The project aims to develop an education sector that (a) is effectively and efficiently managed by local government agencies operating at different levels of the education system (district, sub-district, and school levels); and (b) has strong governance related agencies that effectively voice the aspirations of all stakeholders. The project seeks to promote local government management practices that are transparent, participatory, responsive, and accountable (i.e., practices that are guided by principles of good governance). The education sector as a whole will benefit from continuing interactions between the executive branch of government, the legislature and organized civil society.

DBE1 has been developing and implementing independent application software such as new School Profile for the new RKS that covers 10 (ten) school programs and BOS 2011 Reporting that follow new policy on budget disbursement. The two applications software requires more try out to test to be able to be accountable as finale released applications software. Further, these two new applications software need to be integrated into new School Database System.

2. OBJECTIVES

In general, the objectives of the assignment are the following:

(i) Tested and revised bugs (errors) occurred in the School Profile of the new RKS:
a. School Profile Testing: Test developed School Profile using sample data by validating and verifying its intended outputs (education indicators, SPM, SNP, etc.).
b. School Profile Revision: Revise the software upon anticipated and unanticipated errors arises from testing activities. The revision must produce finale released of the software.
(ii) Tested and revised bugs (error) occurred in the BOS 2011

Reporting:

a. BOS 2011 Reporting Testing: Test developed BOS 2011 Reporting and actively participates in district level user acquirements and during try out period TBD.
b. BOS 2011 Reporting Revision: Revise the software upon anticipated and unanticipated errors arises from testing activities. The revision must produce finale released of the software

(iii) Integrated various new school applications software into School Database System:
a. Applications software integration: Integrate School Profile, BOS reporting, and other SDS components, such as Laporan Bulanan Sekolah, Laporan Individu Sekolah PadatiWeb, and School Report Card. The new SDS features also reflects existing features such as data transfer from school to sub-district and district level data reporting.
b. New SDS Testing and Revision: test the new SDS accordingly and revise upon errors to produce finale released of SDS version.

3. QUALIFICATIONS

(i) Computer Science/Informatics Technique/Information Systems. Under graduate formal (S1 or equivalent) is a must.
(ii) Three years experience in web and object oriented programming. Mastering in PHP, ADODB, Smarty, and MySQL programming.
(iii) Mastering PHP-based Content Management System (CMS) including its modules.
(iv) Mastering MS-Office especially MS Excel 2007 and MS Access 2007 inparticular.
(v) One year experience in VBA programming for MS Excel dan MS Access
(vi) Good work ethic and strong desire to complete tasks in a timely manner as directed.
(vii) Ability to effectively organize and prioritizes work assignments, and work well under pressure to meet deadlines.
(viii) Ability to work independently and as a team member.
(ix) Ability to appreciate international diversity and to establish effective working relationships with international clients.
(x) Ability to establish and maintain working relationships with supervisor and project staff.

4. 5. REPORTING REQUIREMENTS

(i) The consultant will assist the DBE1 national team.
(ii) The consultant will be based in Jakarta office and report to the DBE1 EMIS & ICT coordinators for all duties related specifically to DBE1 national activities.
(iii) The consultant will report to DBE1 DCOP and EMIS & ICT coordinators for assignments at the national level.
