TECHNICAL ASSISTANCE for CSO in ORGANIZATIONAL PERFORMANCE
SCOPE OF WORK
A. BACKGROUND
The USAID funded SUM-II Project is designed to support improvements in institutional capacity of CSO in Organizational Performance (OP) and Technical Capacity (TC) required to scale-up interventions, regardless of the funding source (e.g., government, Indonesia Partnership Fund, Global Fund or the SUM:II project itself). The scale-up of interventions is a priority for the Government of Indonesia and an important part of the USG strategy. It is designed to leverage past USG programs in Indonesia by formally documenting and disseminating innovative approaches, best practices and lessons learned in Organizational Performance and Technical Capacity. In addition, it is designed to promote networking and partnerships among local stakeholders to improve the reach, coverage and cost-effectiveness of the
HIV/AIDS response in Indonesia.
The SUM: II project has two fundamental objectives:
1. Provide the targeted assistance in organizational performance required to scale up effective, integrated HIV/AIDS interventions that lead to substantial and measurable behavior change among most-at-risk populations.
2. Provide and monitor small grants to qualified civil society organizations (CSO) to support the scale up of integrated interventions in “hotspots,” where there is a high concentration of one or more most-at-risk population and high-risk behavior is prevalent.
The SUM program will need to provide a broad range of technical assistance (TA) in organizational performance (OP) that include basic start-up organization, strategic planning, program planning and human resource management. The TA will be provided through a mechanism where SUM will collaborate with technical assitance organizations (*TA Organizations*) which have the experience and capacity in providing TA in organizational performance for CSO.
B. OBJECTIVES
The selected TA organizations will work closely with SUM to plan, provide and monitor TA for CSOs in order to improve and maintain CSOs organizational performance needed so that they can contribute more effectively in HIV/AIDS response in their respective district/city.
C. SCOPE OF WORK
This Scope of Work details the responsibilities, tasks and deliverables for “the organization” in providing TA for organizational performance for 8 CSOs in the Province of DKI Jakarta and 7 CSOs in Surabaya and Malang:
1. Formulation of the Overall Plan for TA
The organization will develop an overall plan for providing TA in OP, based on the result of the SUM’s OP Assessment and plan for package of support. The plan will include but not limited to TA for Strategic Planning, Program/Project Planning and Human Resource Management. The overall plan will also highligt the methodology and materials needed to support the TA.
2. Develop methods for delivery of the TA
The organization will develop TA modules that will clearly explains the methodology for delivery of the TA that includes serial of trainings (knowledge and skill based training), and mentoring services. The organization will also develop materials that will include but not limited to training materials (hand book for facilitators, hand-book for participants and guidelines/references) and checklist for mentoring services as appropriate. This materials will use “SUM’s Implementation Manual as the basic references
3. Detailed Plan for Delivery of TA
The organization will develop detailed plan for delivery of the TA that will include but not limited to detailed plan and agenda for training, post training follow-up and mentoring services. This plan should be developed in closed coordination with the targeted CSOs in order to meet each CSO
specific needs.
4. Delivery of The TA
In closed coordination with SUM (National and Regional Office), the organization will conduct the training, immediate post-training follow-up and mentoring services

E. CRITERIA FOR ELIGIBILITY
1. Organization, preferably CSO/NGO that has at least 5 years experience in providing TA in organizational performance/development for CSO/NGO working in development project, preferably in health sector.
2. Organization can apply for a package of broad range of OP components for example : Start-up organization, Strategic Planning, Program/Project planning, Human Resource Management or selected components of OP as they feel comfortable with.
F. CONTRACT ARRANGEMENT
The selected TA organization will have an initial one year contract in a form of “Grant Agreement” with a possible extension.
