Plan Indonesia in partnership with Indonesia Business Links (IBL) delivers Youth Economic Empowerment program until January 2014 and now seeks Consultant to do stakeholders mapping analysis to gather and conclude with willingness to be part of the program. Below is the TOR for the activity:
Background
Unemployment issue is a serious matter in Indonesia. The official overall unemployment rate in Indonesia is 12%, 60% of which are young people (15-24 years old). This population represents 42 million people. The profound number of youth by which occupies unemployment in Indonesia induced Plan Indonesia to take partnership with Indonesia Business Links (IBL) to take actions and establish a development program under the name of Youth Economic Empowerment (YEE). The program endeavors to facilitate disadvantaged youth, mainly female, with the necessary knowledge and skills that help them to be ready to enter the formal employment. This program is part of the Plan’s Youth Economic Empowerment program. The youth involved in this program will be equipped with fundamental life-skills training as a prerequisite to then continue with further engagement of the TVET (Technical and Vocational Education and Training).
The first targeted location for the YEE program is Grobogan which is located in the province of Central Java. In accordance to the program’s needs, Sheliagus Suyadi (MED Specialist) and Muchlis Ali (Youth Employment Manager) from Plan Indonesia has made a Situational Analysis Report for developing YEE Program. Through the report, they have an assumption that the unemployment rate in Grobogan district is 4.52% where it is evenly distributed among male and female and the level of age. This unemployment rate is followed with an assumption that the unemployed number is evenly distributed in every district. The program will select specific villages within the Grobogan district, and from three sub-districts in which Plan operates: Tanggungharjo, Karangrayung and Kedungjati.
As a market-driven program, YEE designs its TVET training curriculum based on the previously identified employers. This TOR is aimed to provide guidance for conducting the identification and assessment of potential employers for the youth trainees in the employment track of the program.
The stakeholders assessment will be conducted by consultant. The consultant will also be responsible to negotiate with the potential employers to get their supports and willingness to sign an MoU with the program;, whereas further development of the MoU will be administered by IBL. The table below is to further describe the assessment of potential employers for the purpose of the YEE program implementation.
Objective of Assessment:
To identify and assess the various targeted employers that will be engaged in the TVET projects of YEE Program. These employers must be significant to their employment needs that are potentially filled by the YEE youth beneficiaries (80% female).
Expected Output:
A minimum of five companies or employers that meets the YEE Program’s criteria, target and most significantly must also show their commitment to support and sign an MOU with the YEE program.
Methodology of Assessment:
A. Employers Scanning
Sources of Data :
· Data research from literatures, i.e “The Central Java Manufacturing Industry Directory”
· Data from the ‘Situational Analysis Report previously’ retrieved from the work of Sheliagus Suyadi (MED Specialist) and Muchlis Ali (Youth Employment Manager) from Plan Indonesia.
· Consultant’s own data bank.
Instrument’s Guidelines:
The consultant is expected to scan potential employers for the TVET project by addressing these strategic questions such as:
· Who are the key potential employers? (By cluster of: food, beverage, textile, tourism, financial, and other service industries).
· Labor intensive industry scanning, i.e Selected companies must have at least a minimum number of 100 employees intake per year?
· Applications of legitimate labor laws and policy.
· Having no labor disputes records in the last 5 years.
· What are their interests and commitment to the project? (i.e the power differentials between them, the state and condition of the company- financial and operational stability, etc.).
· Their operational areas (Preferably within the Grobogan district and surrounding districts, and also big cities in the central and western parts of Java).
Method of Conduct:
Desk Review and Meetings with Potential Employers.
Objective:
The scanning will result in a list of shortlisted employers including the cluster of employers and their characters (i.e. food, beverage, textile, service industries, institutions, corporations and relations) which if ignored, can have negative influence on proposals or, if considered, can be built upon to strengthen them. Moreover, a stakeholder scanning is important in order to arrange and plot the beneficiaries to the best suitable and appropriate institutions in regard to their needs of employment intake, and likewise to the receiving beneficiaries too.
B. In-depth Assessment and Partnership Building
Meetings with potential employers with objective to address the program objective; to understand their internal working policies and regulations, to obtain their labor issues, if any, to build their commitment and consensus to the program; to cross-check information with a large number of people/stakeholders and to obtain reactions to hypothetical or intended actions.

C. Deliverables of Consultant
The consultant is expected to obtain, by the end of the specified time frame of work, a valid agreement which binds the selected companies or employers for an MoU signing with the IBL team, which will be conducted later in the process. The valid agreement substantiates the cooperation of the clusters of companies or employers previously scanned to be involved and committed to the YEE Program. That is in regard to the employment placing of the youth beneficiaries from Grobogan.
The consultant will start from the time frame as:
A. 9 May 2011: Appointment and contract signing.
B. 10 May 2011: Kick off meeting
C. 11-18 May 2011: Develop and finalize instruments
D. 19 – 25 May 2011: Employers Scanning
E. 26 May – 10 June 2011: In-depth assessment of employers
F. 14 June 2011: Draft Report Submission
G. 21 June 2011: Final Report Submission
Criteria:
1. Having good analytical and business sense skills to develop partnership with companies (large, medium, or small).
2. Having large networks with companies.
3. Willing to travel to the field to understand the program
4. Have large experience in the past (last 3 years) to develop business proposals with companies
5. Be able to manage tight deadline
6. Understand all Government regulations related with Labor
