Consultant (Preparedness and Disaster Management) - Surabaya

Consultant in Capacity development and Disaster Management Concept in East Java province
TERMS OF REFERENCE (Timeframe three months)

Location: Surabaya, with travelling required to Jakarta.

Background: With current WFP activities mainly focusing on school feeding ending in December 2011 in the province of East Java, the Country Office sees opportunities to further strengthen its relationship with the provincial government through capacity development and disaster preparedness.

Supervision: The Consultant will be under the overall supervision of the WFP Country Director and the direct supervision of Deputy Country Director.

Accountabilities: Within the delegated authority, the incumbent will be responsible for the following specific duties:

a. Conduct a rapid assessment and prepare a list of ‘who does what, where’ for ongoing disaster management and emergency preparedness activities in East Java, this list should include potential partners and donors with particular interest in disaster management and emergency preparedness and response to initiate discussions on possible funding for WFP future activities -- due first month

b. In parallel, conduct a relevant gap analysis as well as potential synergies that exist within East Java province through the Governor’s office, BAPPEDA, BPBD, Universities, UN agencies, and other institutions involved in Disaster Management and mitigation plans; -- due first month

c. Assess possibilities of costs sharing and/or funding commitment from the local authorities for WFP disaster management and preparedness activities beyond 2012; --> update second month

d. Provide the management with a proposal on potential areas for collaboration with East Java Provincial Government with focus on disaster management in line with WFP Country Strategy Document and Country Programme. Prepare presentation for heads of units/suboffice for discussion. --> second month
The proposal should include more specifically preparedness and capacity development activities related disaster management to be undertaken with BPBD East Java in line with similar activities developed with BNPB at central level and funding/cost sharing potential from low/medium/high likelihood;

e. Enhance, strengthen partnership with East Java Government authorities: BPBD, BAPPEDA, Governor’s office and ensure WFP’s strategy and future programs are conveyed to important players; - throughout

f. Assess the possibilities and elements of MOU between WFP and BAPPEDA, BPBD - throughout.

h. Prepare 1-2 pages of key messages for overall advocacy use - Act as advocate for the WFP disaster management activities as stated under pillar II of the Country Programme; Strengthen the dialogue with the multilateral and bilateral aid community with interest in East Java (including but not limited to ADB) and Government partners including Bappenas and Menkokesra.(second month)

Results expected: The incumbent of this position will by the end of September 2011 to provide:

a) A detailed project concept focusing on disaster management and preparedness strategy for East Java. The project will include estimated level of staffing required to implement the activities, budget and support required from the Country Office ;
b) A clear funding strategy for continued operations beyond 2011
c) Significant contribution to the M&E mission to be held in parallel

Required skills: The Consultant should have the following skills:

a) Initiative, maturity of judgment, tact; ability to develop effective working relations with other units/officers;
b) Strong negotiation skills;
c) Ability to develop and maintain effective work relationships and avoid conflict;
d) Ability to establish priorities and to plan;
e) Ability to deal with stress and maintain quality of work;
f) Ability to draft clear and concise reports for decisions on key issues.

Essential Qualifications: Advanced university degree or university degree with experience and advanced courses/training in one or more of the following disciplines: economics, commerce, business administration, engineering, legal, accounting or related field.

Experience in management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food aid or commercial transactions would be advantageous.

Working knowledge of English (proficiency/Level C) is required.
