Evaluation of the UN's advocacy to protect children during the Global Econ Crisis

THE UNITED NATIONS CHILDREN’S FUND (UNICEF)
Invites applications for the following consultancy:

To conduct an evaluation of the UN’s advocacy to protect children and the most vulnerable during the Global Economic Crisis (GEC) with a main focus on the Pacific Conference on The Human Face of the Global Economic Crisis (including the Youth Pre-Conference)

The consultant will be required to:
· To assess the impacts, effectiveness and relevance of the GEC advocacy (including the involvement of youth) and make recommendations to inform the on-going and future advocacy strategy
· To produce recommendations for the equity-focused advocacy as the GEC advocacy focused on the impacts and policy options for the most vulnerable
· To draw lessons on a large scale advocacy work involving multiple UN agencies.
The evaluation is also expected to:
· Serve as a part of post-conference advocacy work by re-emphasizing the advocacy points to partners and counterparts during the process of evaluation, and
· Enhance transparency and accountability of UN agencies involved in the GEC conference
· Provide evidence on social policies and budgets of PICs (where applicable) to inform Social Policy work of UN agencies in the Pacific

QUALIFICATIONS AND SPECIALIZED KNOWLEDGE/COMPETENCE REQUIRED.
· Advanced degree in Social Sciences, International Relations or a related field
· At least 8 years professional experience in international development and advocacy
· Previous experience in evaluation required, experience in advocacy evaluation is an asset
· Superior analytical and writing skills
· Excellent communication and highly developed self-management skills
· Proven ability to negotiate and work with Government and non-Government machinery and dynamics
· Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization
· Excellent knowledge of children’s rights and child development issues in general
· Proven ability to keep to deadlines
· Knowledge about or working experience in the Pacific region is an asset

REMUNERATION AND TYPE OF CONTRACT:
The selected individual will be awarded a short-term (35 working days) special service agreement (SSA) contract with UNICEF Pacific.

DUTY STATION AND TRAVEL:
The selected consultant conduct desk reviews in his/her home workplace and while on travel will be provided with basic office support in the UNICEF Pacific Field Offices in Kiribati and Vanuatu. The consultant is required to use his/her own laptop. The consultant may also be required to travel to selected countries to attend briefings and for research purposes.
