Finance Manager

Chemonics International Inc. seeks a Finance Manager to be located in Jakarta for the USAID-funded Indonesia Marine and Climate Support (IMACS) project. This project provides technical support for improving key marine and fisheries sector components with the Ministry of Marine Affairs and Fisheries (MMAF), local governments, coastal communities, and the private sector.

*Specific requirements*

The Financial Manager (FMA) is responsible for managing the financial and accounting operations of the IMACS project field transactions in compliance with USAID regulations and the contract signed by USAID and Chemonics.

· Work closely on all financial management issues with the IMACS Chief of Party, Operations Manager, Office Manager, finance and accounting staff in Jakarta and the regional offices, and the Chemonics home office PMU and finance department.
· Train and manage the work of the project bookkeeper in the Jakarta office and finance staff in the regional offices.
· Ensure the project financial practices abide by US government generally accepted accounting procedures, USAID procedures, and Indonesian law.
· Work with bookkeepers, finance staff in the regional offices and project staff to prepare proper financial documentation, and accurately process expenditures for monthly invoicing to USAID.
· Liaise with the local bank, reconcile monthly bank statements, and verify all deposits and withdrawals.
· Collect and review staff timesheets and process payroll, tax withholding, *Jamsostek* and all applicable benefits on a timely basis each month.
· Work with tax accountants in managing and monitoring project accounts.
· Work closely with the Office Manager and Grants Manager to ensure compliance with all applicable rules and procedures, and provide guidance as needed in the processing of VAT exemption for the project.
· Work closely with the Education/Training Specialist to ensure compliance and provide guidance as needed for the proper documentation and coding of training costs.
· Assist outside auditors (as necessary) at year end.
· Fulfill other financial management functions as required.
· He will prepare regular oral and written progress reports that demonstrate the status of project financial operations, as well as other reports as required.
· The Finance Manager is expected to work closely with the Operations Manager, who will review the monthly financial reports before they are submitted to the Chief of Party.
· As teamwork is crucial to the success of the project, the Finance Manager will be expected to coordinate work with other technical, managerial and administrative IMACS staff, as per direction from the Operations Manager and Chief of Party.
· The Finance Manager will be ready to undertake other project duties as required by the Chief of Party and Operations Manager.

Reporting
The Finance Manager reports directly to the Operations Manager in consultation with the Chief of Party. He/She will prepare regular oral and written progress reports that demonstrate the status of project activities toward expected results, as well as other reports as required.

Qualifications
· Excellent organizational skills.
· Minimum four years of experience as an accountant or finance manager.
· Proficiency in speaking, reading, and writing English.
· Ability to work in a fast-paced environment.
· Ability to complete multiple tasks efficiently and attention to detail.
· Proficiency in MS `Office software including Microsoft Excel, Access, and Word. Also, experience with accounting software programs such as QuickBooks
· Knowledge of USAID policies, procedures, rules and regulations is an advantage.
