Audit for Decentralization Support Facility II (DSF II)
Capacity Building through Decentralization Education and Training (DET) for Public Service Delivery (TF - 096941)
REQUEST FOR EXPRESSION OF INTEREST
The British Council has received financing from the DSF II for the Scholarship Project in May 2010 (TF No.096941-ID) and intends to use part of the proceeds for consultant services. The DSF is a government-led facility supported by eight donors and the World Bank whose principal purpose is to support the decentralization agenda of the Government of Indonesia, particularly as this pertains to improved service delivery for citizens.
The objectives of the program are: (i) to enable the auditor to express an opinion on the effectiveness of the project’s financial statements/reports, the operation of the overall financial management system including internal control and compliance with financing agreement; (ii) to provide project management with timely information on financial aspects of the project; (iii) to assess on the achievement of project objectives.
The British Council now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific and sufficient information indicating that they are qualified to perform the services (by providing brochures/company background, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)
Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 (revised October 2006 & May 1, 2010) and using Selection Based on Consultant Qualification (CQS) as a method of selection.
