Programme Manager for British Council Indonesia
To anticipate upcoming Asian Development Bank (ADB) funded project, the British Council is looking for Programme Manager (1 position) to manage the delivery of this and possibly other contracts.
Context:
Through the Analytical Capacity Development Partnership (ACDP), ADB supports policy development, organizational change and capacity development for the educational sector in Indonesia. Support to be provided will include research and studies, workshops and conferences, and study tours and twinning arrangements.
The ACDP project will be implemented over 5 years, and will provide up to $41.3 million for various forms of technical cooperation, which will be defined in annual work plans. This will include:
I. Supporting legislative and regulatory reforms through research studies, study tours, work attachments, and institutional links related to building government capacity to formulate and implement revised sector policy, strategy, financing, and associate regulatory and organization compliance
II. Supporting capacity development at the center and in districts through central, provincial, and district capacity assessments, guidelines for organizational reform planning, audit assessments, forward planning, and preparation of training programme.
III. Support to improve information and communication systems through research, study tours, work attachments, and institutional links related to building up organization knowledge and learning as a basis for internally driven change.
The British Council is leading a pre-qualified Consortium. This pre-qualified Consortium is required to submit proposals for specific work assignments to ADB.
Duties and Responsibilities:
* To take the lead role in coordinating Core Consultants, technical experts and member of Consortium to prepare winning bids in response to ADB Task Orders.
* To manage relationships with Core Consultants and members of the BC-led Consortium in order to deliver outcomes that meet ADB requirements for any task orders awarded to the consortium
* Together with British Council Director Programmes to take a lead role in maintaining effective communication with ADB and responding to changing circumstances in project implementation.
* To take lead responsibility for drafting and monitoring contractual agreements with Core Consultants, technical experts, and members of Consortium
* To take lead responsibility for financial management of the project which includes risk management, planning and forecasting, and monitoring and reporting.
Required Competencies, Experience and Qualification:
* 5 years experience project management role in development project/s, preferably the basic education sector
* Knowledge of current development issues in Indonesia particularly those pertinent to education policy, schools management and teaching.
* Sound experience in financial planning and management
* Ability to work in an multi national context and in the cultural relations field
* Demonstrates strong oral and written communication skills
* Master Degree in International Relations or Development Studies Economics, Education, or other relevant field preferred.
* Fluency in English and Bahasa Indonesia
