Project Finance Officer

GUIDANCE

The person will support UK Education Team Leader and Scholarships Officer in the delivery of DSF Scholarships programme activities especially in managing the financial recording/reporting and procurement process in accordance with British Council and World Bank standards and procedures


DUTIES & RESPONSIBILITIES

1. Project management

To support the procurement and management of internal and external resources for specific activities.

To be the point of reference on all aspects of the projects related to the procurement and financial process.

Provide logistical and administrative support as required.

Undertake business risk identification (technical and financial) and analyse specific initiatives; To use this to inform, approach and manage risk

Provide financial and technical reporting to internal and World Bank.

Provide support for project closure, evaluation activities and related process.

2. Financial management

Plan and manage project and contract finances using BC and World Bank systems for own areas of responsibility.

Produce financial plans for specific project activities.

Manage the payment process for all vendors.

To carry out financial duties in support of programme activities.

To liaise with World Bank and auditor for year end financial process and reporting.

STANDARDS

Project documentation maintained in accordance with BC and World Bank standards and needs.

Documentation distributed to project boards on time; minutes circulated within agreed timescales.

Use of project resources monitored and reported on according to schedule agreed with Team Leader.

Financial management and reporting meets all BC and World Bank reporting and control standards.

QUALIFICATIONS

Project and contract management, preferably with previous experience with NGO and client services organization.

Financial planning management, a degree in accounting and finance with at least 3 years experience in international development agency.

Good communication skills especially in English language speaking and writing for reporting purposes.

Good negotiation skills in dealing with government and international agency related to project management.

LENGTH OF SERVICES

3 months and the successful candidate is expected to commence employment by 5 September 2011.

REMUNERATION

For a candidate with the right skills and experience we will offer a competitive package of benefits and a salary in the region of IDR 8,885,000 per month.
