FUNCTIONAL TITLE: PROJECT ASSISTANT (ToT for Facilitator of Grant Programmes)
POST DURATION 6 months extendable
Background
The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for human settlements. UN-HABITAT presently focuses on five key thematic issues: advocacy and monitoring; participatory planning, management and governance; access to land and housing for all; environmentally sound basic urban infrastructure and services; and improved access to sustainable financing for affordable housing and infrastructure. The scope of UN-HABITAT‟s engagements is both global and local, encompassing knowledge management, training and technical cooperation.
In Indonesia, UN-HABITAT has provided technical assistance to several Government departments on issues of housing, urban development, land administration, local governance and local economic development. Through collaborations with key partners – Ministry of Public Works, Ministry of Housing, National Planning Agency (Bappenas), Ministry of Home Affairs, and Ministry of the Environment, UN-HABITAT has assisted the development of low-income housing support facility, good urban governance, sustainable urban development network, and the national habitat platform.
One of the programme that is currently being conducted by UN-HABITAT is the Capacity Building to Sustain Peace and Integration (CBSPI) in West Timor, targeted in two districts of Kupang and Belu. The ignition was the independence of Timor Leste and continued civil conflict caused by mass displacement has continued since. The Aid to Uprooted People programme has been delivering direct assistance to people affected by conflict and displacement. The first 2010 call of the EU delivered assistance directly to communities. The second call was for improved monitoring. The third and present call aimed to assist local governments to deliver their assistance more effectively. This last call addresses those most vulnerable groups of uprooted people which fail to receive government assistance because of a serious lack of capacity within the decentralised local authorities. These „most vulnerable‟ are women, children, female headed households and certain groups of indigenous people.
