Call of Expression of Interest: UKCCU Interim Support on Papua Spatial Planning and LCD Programming

Consultancy on Interim Support to Provincial Government on Spatial Planning and Low Carbon Development Programming in Papua

The UK Climate Change Unit (UKCCU), established in April 2011 by UK Department for International Development (DFID) and the Foreign & Commonwealth Office (FCO), is looking for consultants to provide consultancy on Interim Support to Provincial Government on Spatial Planning and Low Carbon Development Programming in Papua.

Upon submission of Expression of Interest, consultant will receive Invitation to Tender package including full TOR and is expected to submit application by 12 September 2011.


OBJECTIVE
To provide interim support (up to 8 months) to the spatial planning function of the provincial government in Papua. This will allow us to maintain the momentum of existing work, as we prepare for a new 3-year, broad-based programme of support to planning. It will also enable on-going GOI engagement in the planning of the longer-term programme, and ensure strong working relationships are maintained.

SCOPE
The scope of work will include, but not necessarily be limited to:

The provision of technical consultancy support to work with the planning function of the provincial government;
Supporting the development and articulation of GoI (Papua)’s plans for sustainable, low carbon development and their need for donor support
Feed in to the concurrent design process for the longer-term 3 year programme if required
Build engagement in provincial spatial planning in Papua with government, civil society and donor stakeholders. This should include conducting an assessment of transparency, accountability and participation in the spatial planning process, making recommendations on how to improve leadership, coordination and communication around spatial planning, and building support within GoI for those improvements.

RECIPIENT
The recipient of this consultancy is the Government of Indonesia.

OUTPUTS
The expected outputs from this consultancy will be:
· Detailed proposals for the implementation of the Provincial Government’s priority activities worked up so that they are able to approach donors for further support if needed (proposals might be suitable for UK or other donor funding)
· Clear GoI engagement in the design of the 3 – year programme, including reflecting stakeholder inputs from civil society
· No loss of momentum due to a lack of support, in implementing activities related to strategic planning in Papua province
· Excellent relationships with GOI officials in Papua maintained over time in advance of the launch of the 3-year programme

TASKS
The work of the consultants will focus on:
· The provision of technical support to the planning function in the provincial government
· Supporting the Provincial Government to work up more detailed proposals for donor funding, by the UK or others
· Support for conducting stakeholder engagement activities
· Support for Provincial Government to improve the transparency and accountability of their communications in relation to provincial strategic planning
· The continuation of capacity building through the training programme for Change Agents, from 15 agents currently trained to approximately 100 agents
· Working with the provincial government to clarify and implement donor coordination mechanisms for working on Papua.
· Undertake communications activities promoting Papua’s work to date on developing the spatial plan and increasing awareness of the dialogue process both within Papua and across Indonesia
· Work with the provincial and district governments to further develop the details for implementation of the spatial plan priorities.

REQUIREMENTS
Consultants will work for the Provincial Government in Papua, but where necessary may be expected to support the development of the Papua business case by the UK Climate Change Unit. Applicants must be excellent communicators, with strong inter-personal skills, and must be delivery focussed. They should be able to demonstrate:

previous experience working on climate change issues in Indonesia, including producing written work
previous experience working in Papua.
Fluency in Bahasa Indonesia and English
Experience of working on spatial planning and stakeholder engagement.
An understanding of risk, transparency and accountability within the planning process.
