The UK Climate Change Unit (UKCCU), established in April 2011 by UK Department for International Development (DFID) and the Foreign & Commonwealth Office (FCO), is looking for consultants to provide the provision of Business Support Services to the Papua Low Carbon Development Task Force.

OBJECTIVE
To support the Papua Low Carbon Development Task Force to develop a pipeline of scalable low carbon investment initiatives covering clean energy, forestry and agribusiness.
SCOPE
The consultants will be required to provide business development services and support to transform project concepts into fully appraised and finalised business proposals ready to attract domestic and/or international financing. It is expected that at least six projects should be developed, building on the initial project pipeline developed by the Papua Low Carbon Development Task Force and the Papua Green Entrepreneurs Network.
RECIPIENT
The recipient of this consultancy is the Government of Indonesia.
OUTPUTS
The expected outputs from this consultancy will be:
· Detailed feasibility assessments for each of the following 6 business concepts, as developed by the Papua Green Entrepreneurs network:
Renewable energy from sustainable biomass (community tree plantations or HTR).
Combined plastics recycling and waste to energy.
Community cooperatives for sustainable forest management.
Value-added processing of wood products including flooring, mouldings and fuel briquettes from waste wood/saw dust.
Investment in oil palm rehabilitation and productivity enhancement as an alternative to expansion.
Sustainable production and value-added processing of smallholder organic cocoa.
· Where possible, demonstrations of interest from prospective lenders and institutional investors, and agreed next steps to bring projects to point of investment – directly or through devolved credit lines.
· Feed into and provide advice to UKCCU’s programme design team who, during the implementation of this consultancy, will be designing a three year programme for UKCCU’s engagement with Papua on spatial planning and low carbon development.
TASKS
The consultants, working with the Head of the Low Carbon Development Task Force, Papua Green Entrepreneurs, communities, and relevant Provincial and Kabupaten government agencies , will:
Devise a suitable framework, drawing on appropriate international best practice and market standards (Forestry Stewardship Council, Roundtable Sustainable Palm Oil, etc) to develop sustainable approaches to business development.
Assess each component of business concepts, through field visits, analysis of available data.
Support the calibration of each project proposal depending on level of preparedness to engage with prospective lenders and institutional investors.
Draw on lessons learned from equivalent investments elsewhere in Indonesia, or from relevant international experience.
Advise on business and market strategy to meet best-available social and environmental standards, while accelerating turnovers and enhancing (positive) cash flow and scale-ability.
Engage a short-list of possible lenders and institutional investors as possible in the feasibility assessment process – ensuring likely concerns are accounted for at the outset.
Facilitate meetings with possible lenders and institutional investors to present results, secure feedback.
Conduct routine mentoring sessions with the entire PGE group to share and review lessons learned.
Oversee preparation of final report and outputs
PROPOSAL
Proposals for this consultancy should contain the following information:
Technical proposal
Approach to delivering the assignment.
Inputs proposed.
Proposed staffing including statements of availability.
Experience in Indonesia and Papua.
Experience and expertise in the provision of low carbon business development services.
Experience of working with funding organisations that mobilise capital to support low carbon investment projects.
How issues around risk, transparency and corruption will be tackled and managed.
How issues of poverty reduction and gender will be mainstreamed into the proposals that are developed.
How capacity will be built with Indonesian stakeholders
Financial proposal
A breakdown of all proposed costs including staff, travel, accommodation, subsistence, and administration costs
