EVALUATION LIVELIHOOD SUPPORT PROJECT IN FADORO AND BINAKA VILLAGE NIAS
Background
Fadoro and Binaka Villages are located in Nias District and around one hour travel by car from Gunung Sitoli (the capital of Nias District). The main means of livelihood activities of people in both villages are almost similar to people who lived in other areas of Nias Island, namely agriculture and animal husbandry activities. Most villagers of both villages earn daily income by tapping rubber trees which are already very old. Trees grow naturally while other kinds of plant like banana trees and bushes are overgrown and fill the ground under the rubber trees. The same situation applies to their husbandry activity where the animals are subject to several diseases, bad sanitation, poor reproduction and breeding practices as well as poor feeding.
In keeping with Nias tradition, most of the livelihood activities are conducted by women. Women in Nias hold a very important role since they are the ones who tap the rubber trees, conduct rudimentary agriculture activities and take care of the animals. Women also must undertake domestic functions such as buying foods for the family and caring for the children. Unfortunately, whilst undertaking most of the work and generating income for the family women in Nias have a lower community status which can be seen that women are rarely involved in community meetings or community decision making.
Considering woman’s roles in livelihoods and economic generation and providing for family needs this project is targeting women as its primary beneficiary.
Strong and motivated women are considered a community asset. In addition, there is plenty of fertile unused land; as well as local wisdom of Falulu Fohalewe (prepare the farmlands together and swift among the villagers’ farmlands). Teachers who have been inactive in these villages are also willing to participate actively in the implementation of an informal education class.
Lutheran World Relief (LWR) in partnership with Lembaga Keuangan Mikro Ebeni Haezeri (LKM) as implementing partner have been implementing the “Livelihood Support Project in Fadoro and Binaka Village” since August 2008.
The project divided into two phases. The first phase from August 2008 – September 2009 with 110HH beneficiaries is 110 HH (72 HH in Fadoro and 38 HH in Binaka). Total assisted group were 7. The second phase started at October 2009 and will be finished on September 2011 with 130HH benficiaries (92 in Fadoro and 38 in Binaka) with total 9 groups. All group members are women.
While the project goal remaining the same, the objectives are different. For the first phase the objective are as follow:
To increase knowledge and skills of 110 woman beneficiaries ( 72 in Fadoro Village and 38 in Binaka Village) in chili and peanuts plant cultivation as well as in animal husbandry.To improve the knowledge and ability in reading, writing and summing for 110 woman beneficiaries through provision of one (1) alternative education class every week for 12 monthsTo provide baby pigs as well as in-kind agriculture materials (seeds and small agriculture tools) as grant for 110 women to grow chili and peanut plants as additional means for livelihood
The second phase objectives are:

As the project will finish on September 2011, LKM planned to have evaluation to evaluate the entire phase (since 2008 to 2011). To make sure the unbiased of the process, it was decided that LKM will hire a consultant as the external evaluator
Objective
The objective of the evaluation will be as follow:
To identify project achievement
To identify the success, failure and lesson learnt of the project implementationTo identify progress, action had been taken based on previous evaluation

Review Document
Or any other methodologies that proposed by the evaluator.
The evaluation should assess the project achievement with reference to its:
1. Relevance
2. Efficiency
3. Effectiveness
4. Sustainability
5. Impact
6. Gender as cross cutting issue
The evaluation process will be started at 12 of September with 7 (seven) days in the field at maximum and the evaluation draft report should be submitted by 23 September. The report should be submitted based on LWR-LKM evaluation report format in Bahasa and English.
Evaluator Recruitment Process
The evaluator should have the qualification as follow:
Demonstrated experienced working as program'evaluator with NGO minimum five years.
Familiar with participatory approach in program evaluation
Experience working with humanitarian NGO at least for three years.
Experience in livelihood sector is a plus
Experience working in Nias is a plusSkilful in report writing
Fluency in English and Bahasa Indonesia both verbal and written is essential
The external evaluator responsible to:
Develop evaluation proposal for LKM based on ToR Conduct the evaluation processEnsure the data quality Analyse data, get feedback and cross check if necessaryProvide the evaluation report based on the LWR – LKM format.
Considering the beneficiaries both in Binaka and Fadoro village are more comfortable speak in Nias rather than in Bahasa, the evaluator is encouraged to have evaluator assistance who can speak local dialect. LKM will not provide or assist the process with the translator, to avoid bias during data collection. On selected evaluator’s request, LKM can refer evaluator assistance candidates to be selected.
Renumeration
Evaluator will receive transportation (flight in economy class) to and from Nias, accomodation during in field, perdiem and consultation fee.
