Finance & Admin Officer base in Belu, NTT

Save the Children is a leading, private child-focused non-governmental alliance of 29 member organizations that works in 120 countries throughout the world. Save the Children has worked in Indonesia since 1976 to promote health and nutrition, education, child protection, livelihoods, and emergency preparedness and response. The ANCP-funded 'Building Strong Foundations' project has been designed to improve the quality of early childhood education and early grade primary education in Belu NTT. The project will support facility improvement and access to learning materials at Early Childhood Education (ECE) centers, capacity building for teachers and facilitators, and community participation in ECE centers and schools. It is designed to cover 15 ECE centers and 20 schools for 3 years.

The positions needed are as follow:

Finance & Admin Officer (Code: FA ANCP) - based in Belu, NTT

The post holder will support the Project Coordinator to manage the finance and administration of the project and also to assist and support finance and administration for WISE project as well in Belu area.

Core Responsibilities:

1. Develop for Project Coordinator approval and monitor the implementation of a procurement and expenditure plan for the length of the 2 projects.
2. Monitor expenditures compared to budget of the ANCP Project on a monthly basis to present monthly reports to the Project Coordinator
3. Process all project payments in a timely and appropriate manner
4. Ensure project procurement is conducted appropriately including following all internal regulations including ensuring appropriate documentation and separation of duties
5. Ensure all project advances are liquidated in a timely manner
6. Maintain project financial documentation
7. Facilitate any necessary recruitment of ANCP staff
8. Ensure all staff receive training on and adhere to Save the Children HR policies
9. Ensure appropriate office management in Belu
10. Maintain up to date inventories for all ANCP equipment
11. Maintain all administrative documentation including human resource documentation including travel requests, per diem payments, and vehicle logs
12. Facilitate travel of program staff and logistics for any meetings

Requirements on Education, Skill & Knowledge
* Bachelor's degree in Accounting, Business Administration, or related field
* 3 years relevant work experience. Experience with or familiarity with NGO's preferred.
* Experience in financial management including planning, budget management, and accounting
* Experience in administrative management
* Familiarity with standard financial and administrative controls
* Ability to work in a multi-cultural team
* Excellent communication skills
* Excellent organizational skills
* Some proficiency in English
