Nutrition Program Manager

I. Program Description

Since the 1970s HKI has been working to establish sustainable evidence-based approaches to enhance health, nutrition, rehabilitation and education in Indonesia. HKI's programs in Indonesia engage all levels of the government health and education structure from national to village level. HKI provides services which are integrated into existing health and education systems by developing its human resources and infrastructure, conducting needs assessments, analyzing local characteristics to inform program design and implementation, training of personnel, providing basic equipment and medicines, delivering services, monitoring program progress and evaluating their impact.

HKI currently implements education, rehabilitation, eye care, health, and nutrition programs in 24 countries worldwide. Through 90 years of experience, HKI has developed particular expertise in large scale implementation of targeted interventions, development of government service delivery systems and comprehensive monitoring of program outcomes, such as policy developments, educational access, nutritional status, mortality and morbidity.

II. Position Description

Based in Jakarta, the Nutrition Program Manager, will lead the design, management, implementation and evaluation of HKI Indonesia nutrition, agriculture and food security programs. The Nutrition Program Manager will report to the Country Director and will be the main point of contact for national and international counterparts in the development and implementation of the nutrition programs in Indonesia.


III. Essential Job Functions

Program Leadership and Management
- Ensure effective project planning, implementation, evaluation and reporting of programs in the field to achieve the objectives agreed to in grants and contracts for HKI Indonesia’s nutrition projects including, but not limited to, homestead food production (HFP), micronutrient supplementation (vitamin A, zinc, iron, multi micronutrient powders, etc.), food fortification programs.
* Provide technical assistance to all national, provincial and district government counterparts,non-governmental partners and other stakeholders.
· Liaise with partners (Government agencies, NGOs) inside Indonesia for ongoing and planned programs.
* Work with the HKI Indonesia and Asia Pacific Regional team to use research and program data to develop new or refine existing program materials, ensuring technical integrity and quality.
* Lead the development of training programs (including training curricula, lesson plans, and training materials) related to nutrition programs and lead the development of monitoring plans following the trainings.
* Work with the HKI country and regional team to develop annual and monthly workplan for all activities in all programs.
* Submit monthly and periodic progress reports that will be incorporated into reports and other documents required by HKI and its donors. Other reports/documents may be required as per request of the Country Director, other HKI offices or donors.
· Participate in new staff recruitment.
* Supervise field based staff at project sites and HKI office in Jakarta.

Research, Monitoring and Evaluation
· Oversee the organization and execution of research and assist in data entry, analysis, and report writing.
* Lead the design and implementation of program-related surveys and regular monitoring of the nutrition programs.
* Lead the production of regular monitoring reports on the ongoing program and disseminate in national and international levels.
Program
Development and Representation
* Support the design of programs, advocacy and operational research to contribute to the evidence base of effective nutrition programming.
* Assist the Country Director in developing concept papers, proposals, and budgets for new and existing programs as required.
* Represent HKI in workshops/seminars and technical meetings on nutrition, agriculture and food security.
* Assist Country Director with other duties as needed.

IV. Qualifications and Experience
* Doctoral degree in Nutrition or related field with strong hands-on experience in nutrition programming, including at the community level, is highly preferred. Masters degree or medical degree with strong track record in nutrition program implementation and publications will be considered.
* At least 6 years of related field experience in nutrition programming (e.g., micronutrients, infant and young child feeding and women’s nutrition), including strong quantitative analytic skills.
* Familiarity with behavior change communication strategies in support of nutrition programs necessary.
* Demonstrated track record in undertaking and supporting data collection, analysis and report and article writing, including publication in peer-reviewed journals.
* Strong technical knowledge of nutrition and food security programs and issues in the developing world, particularly in Indonesia, including demonstrated ability to track and disseminate new developments in the field.
* Demonstrated ability to effectively interact and communicate with government, academia and other stakeholders in Indonesia at the national, provincial and district level.
* Excellent oral and written English. Demonstrated ability to read, analyze and interpret complex documents, and to prepare presentations and articles.
* Excellent oral and written bahasa Indonesia.
* Strong interpersonal skills in dealing with external contacts, as well as internal colleagues.
