Background
The Government of Indonesia launched Sanitasi Total Berbasis Masyarakat (STBM, or the national Community-based Total Sanitation Strategy) in 2008 to give new directions to the rural sanitation sector – in order to make rapid progress towards the sanitation MDGs. The new STBM strtaegy replaced the past approaches focused on providing construction subsidies to a few out of millions of households. STBM defined new sector goals in terms of behavior change, creating demand at scale and improving market supply to respons to the demand.
This meant completely new roles and functions for government agencies working for rural sanitation. Whereas past approaches had governments playing the roles of service providers and decisison makers about services, STBM changed their roles to being facilitators and enablers of consumer choice and community action to improve household access to improved sanitation. Thus STBM implementation called for new skills and different capacities at each institutional level from national to community outreach levels.
Consequently, sector capacity building is needed on a nationwide scale to scale up operationalization of STBM. Sector development funding is available from national programs like PPSP (Percepatan Pembangunan sanitasi Permukiman). The Health Monistry can draw upon PPSP funding for scaling up STBM capacity nationwide by developing necessary operational guidelines and implmentatiuon procedures. GOI decision is that MOH (Depkes) should lead this effort in consultation with sector stakeholders, through a STBM Secretariat euipped with a multi-skilled team that can help translate the STBM strtategy into operational reality.
WSP has agreed to support this GOI effort financially and technically through the STBM Secretariat for an initial period of 5 years, beyond which, it is expected to continue with national resources. WSP’s support will build upon the experience available in the sector and be executed in consultation with all major stakeholders. The experience and human resources developed in East Java through TSSM 1 (which was a province-level demonstration of STBM) will form the foundation on which to build the scaling up.
A core team of technical assistance providers will be recruited to work with the STBM Secretariat. This will include:
An Institutional Capacity Building Specialist
An Advocacy and Knowledge Management Spcialist
A Monitoring and Evaluation Specialist, and
a Sanitation Marketing Capacity Building Specialist
Roles and responsibilities of the Institutional Capacity Building Specialist:
Help build stakeholder consensus at national and sub-national levels for using all funding available for rural sanitation development in Indonesia in ways consistent with STBM. Establishing a National Rural Sanitation capacity Building (NRSCB) Framework clarifying institutional roles, responsibilities and capacities needed at national, provincial, district, sub-district and lower levels, is a first step in this process.
Complete existing drafts of Operational Guidelines for STBM with: a) clarification of necessary institutional roles and reponsibilities for each level and b) elaboration of the process to develop STBM-based rural sanitation programs in Indoenesia’s districts and provinces, so that funding for STBM scaling up can be drawn from national sector improvement programs like the PPSP.
Carry out a rapid training needs assessment for existing institutional staff at each level, in view of the NRSCB Framework
Develop contents and methodology for a set of nationally applicable institutional capacity building packages for STBM operationalization, review of existing CB materials, existing capacity to deliver Institutional CB assistance, the requirements of the NRSCB Framework, and the rapid training needs assessment.
Develop standards for the delivery of capacity building interventions and the means of enforcing compliance to them.
Help Secretariat Coordinator develop necessary MOU/working arrangements with GOI institutions selected to deliver institutional capacity building programs
Provide ongoing technical advice and quality assurance supervision to those selected GOI institutions.
Required qualifications
Professional degree in Human Resource development/ Institutional Development , with evidence of training in adult learning and institutional learning principles and methodologies.
At least 5 years’ professional experience in developing capacity building programs for institutions, including training curricula and modules, collective analysis and learning tools, training materials and aids.
Professional experience of carrying out Training Needs Assessments and Training Evaluations for public, and/or private sector institutions or international and national NGOs.
Familiarity with the rural sanitation sector issues , particularly in Indonesia.
Familiarity with major sanitation sector approaches such as CLTS and/or sanitation marketing would be great advantages.
Professional level communication skills in spoken and written Bahasa Indonesia essential.
Working proficiency in English is essential for routine institutional communication in an international organization. Effective communication skills in spoken and written English is an advantage.
Duration
The consultancy will be for an initial period of 150 days within a year, and be extended for at least two additional years (maximum 150 days per year), based on performance. The consultancy is expected to commence on September 15, 2011
Management
The consultant will report to the Regional Team Leader. WSP-EAP, and be supervised on day-to-day basis by the TTL, Scaling Up Rural Sanitation project, Indonesia. The consultant will be based in Jakarta, work closely with Depkes (STBM Secretariat) and related GOI agencies, and travel within Indonesia as required by WSP.
Remuneration
Consultancy Fees will be determined according to World Bank procedures, based on the consultant’s qualifications and experience. Travel will be governed by prevailing World Bank travel rules.
Payment of fees will be linked to the delivery of outputs or the achievement of relevant milestones in the Project Implementation Plan, for which the consultant is directly responsible.
