Save the Children partners with children, communities, local organizations and the government of Indonesia to transform the lives of Indonesia children and their families. Currently Save the Children has an immediate need for experienced staffs to work under Child Protection and Child Right Project and will be based in Bandung, West Java.
Project background
Over the five years, Save the Children has been working closely with the Ministry of Social Affairs and key social service providers to support a major shift in policy and practice in the way child protection is understood and delivered. As a result, we have developed a comprehensive picture of children in institutional care and the quality of services they are receiving. With our assistance, National Standards of Care were drafted that highlight the importance of family-based care and establish a regulatory framework for the placement of children in care; a national database and registration system for childcare institutions was established; a major review of policies has been undertaken and a shift of paradigm towards child and family-centered services is now reflected in the Government's midterm plans and budgets for the next five years.
The next step to support this fundamental shift in children's services is to pilot and demonstrate, in partnership with the Ministry of Social Affairs and key social care providers, how a process of transformation of existing institutions is possible. This project will develop and test a national model of deinstitutionalization working with one until three of the key childcare institutions in the country including Bayi Sehat, a baby and infant home in Bandung run by Muhammadiyah, the second largest Muslim organization in the country and one of the main providers of social services. Over a period of five years, Save the Children will develop a program that oversees a process of deinstitutionalization involving the reintegration of children into their families or placement in suitable alternative family-based care through adoption or fostering, a transformation of the services provided by institutions including the establishment of clear gate-keeping mechanisms and of outreach support services to children in their families. Save the Children will also provide learning about ways of shifting resources available to the institution both internally and through the Ministry of Social Affairs through a re-training of personnel working in institutions and of the local governmental social affairs office to ensure they have the skills and competencies to implement this transformation and their new role as well as redirecting of budgets and financial support.
The post needed are:
1. Deinstitutionalization (De-I) Project Manager (code: De-I PM OSI) - 1 post based in Bandung
De-I Project Manager (PM) will lead deinstitutionalization process and be responsible for the programmatic implementation, financial management and monitoring/evaluation of the OSI project activities. The PM will be the primary representative of SC in communication with the OSI including but not limited to provincial and district Dinsos officials and other Government of Indonesia counterparts. S/he is expected to travel regularly to the project areas as well as to Jakarta for SC and other representational meetings. S/he will also produce draft programmatic reports and approve submission to Jakarta of draft field-level financial reports. The post will provide team leadership in project strategy, management and monitoring and evaluation to ensure achievement of the OSI project's objectives in accordance with the approved results framework and project design. Despite the person also need to have an effective management and supervision to social work team and project team including admin/finance support staff. S/he will ensure financial resources are effectively and efficiently managed according to approved DE-I budget, donor requirements and regulations, and Save the Children financial controls. In cooperation with Program Director/Family based Care Senior program manager and grants unit conduct financial planning and request budget realignment when necessary. S/he also will contribute to overall Save the Children program by being an active participant in SC Extended Senior Management Team, actively sharing De-I program progress and lessons learned, contributing to the development of country annual plan and through participation in quarterly meetings, and contribution to country office annual plan and report.
Requirements of Education, Experiences and Skills:
1. Bachelors University Degree or equivalent in a relevant field.
2. At least 5 years work experience with non-government organizations in the areas of Child Protection.
3. Proven knowledge and experience in child protection and also expertise in working on advocacy and social work.
4. Good knowledge of child care and protection.
5. Good understanding on the issue of children without parental care.
6. Proven experience of child care and protection programming within set time frames and with demonstrated impact.
7. Excellent project management skills.
8. Proven skills in child protection monitoring and evaluation systems
9. Analytical and conceptual thinking
10. Proven skill in capacity building of team
11. Excellent communication, interpersonal and negotiation skill
12. Strong working relationships with government and other partners
13. Excellent English and Indonesian language skills - both verbal and written, including writing and presentation skills in English and Bahasa Indonesia
14. Computer literate
2. Driver (code: Driver OSI) - 1 post based in Bandung
Within Save the Children Admin framework, to drive vehicles in safe and comfortable manner and maintain vehicles in a clean, mechanically sound condition. Report to line manager in case of not functioning equipment in the vehicles on daily basis.

8. Ensure that the driver's log book is submitted to the Field Admin & Logistic Assistant each month
9. Write down all needs for the vehicle
10. Notify the Field Admin & Logistic Assistant as soon as a problem is found that requires repairing
11. Monitor radio other sources of news on local trouble spots in order to avoid such areas
12. Clean/wash the cars regularly
13. Maintain a good knowledge of the city roads and key destinations
14. Adhere to Save the Children safety guidelines and procedures in accident or conflict situations
15. Manage fuel for vehicle in weekly/monthly bases
16. Perform routine checks to the card before using/driving i.e. check oil, radiator fluid, windscreen, washer bottles is full, tires lights and indicators are functioning, check the fuel - vehicles should always have at least half a tank of fuel, check other equipment i.e. tool kit box, medical kit, torch, etc
Requirements of Education, Experiences and Skills:
* Minimum high school education with 3 years experiences
* Display positive attitude and honest
* Display good knowledge of traffic regulation and road map of location
* Knowledge of Engine & machine of vehicle is preferable
* Knowledge of English is preferable
* Very good communication and interpersonal skills
