Plan has commissioned GCPS (an independent consultancy company) to conduct an evaluation of its child protection strategies and programmes. This thematic evaluation is part of Plan’s global effectiveness deliverables that aim to establish a body of evidence at the global level that will help Plan make an informed assessment of programme effectiveness. The evaluation includes the development of country case studies which demonstrate the work that Plan has engaged with on child protection and provides examples of both good practice on child protection policy and programme initiatives and the challenges that Plan is facing. The country case studies have been designed to ensure that all relevant stakeholders, and particularly children, young people, their families and communities, participate in the evaluation and contribute to Plan’s thinking for future child protection work.
This consultancy opportunity is for a country based consultant to engage children, families and communities in evaluating Plan’s work on child protection. The GCPS Associate will work in tandem with the country based consultant but focus on engaging Plan staff, partners, government officials and other appropriate stakeholders in evaluating Plan’s work.
The duration of the assignment is 8 days from 20 October to 3 November. The framework and methodologies to be used during the assignment will be agreed with GCPS.
Person specification
Interested candidates should have the following skills and experience:
· Understanding of the child protection environment in Indonesia and recent national level initiatives
· In depth experience in engaging children, families and communities in evaluation processes
· Strong analytical and technical skills
· Skilled in working appropriately with children and families on sensitive topics and adopting relevant methodologies to do so
· Skilled in writing clear, concise reports on work undertaken which is readily understood by the target audience
· Strong command in English is required
· Fluency in local language

Child Centred Community Development (CCCD) is Plan’s Child Rights approach, in which children, families and communities are active and leading participants in their own development. This approach recognizes the intrinsic link between poverty and rights, where poverty is both a cause and consequence of the denial of rights. Plan has identified eight impact areas in which it can effectively contribute to the realisation of child rights by applying its CCCD approach and one of these areas is Child Protection.

Objective of the Assignment
This consultancy opportunity is for a country based consultant to support the GCPS Associate in conducting the evaluation in Indonesia. The country based consultant will be working in tandem with the GCPS Associate, Carmela Tassone. The GCPS Associate will focus on engaging Plan staff, partners, government officials and other appropriate stakeholders. The country consultant will focus on engaging children, families and communities in evaluating Plan’s work.
The overall objective of the work is to evaluate the main achievements of Plan’s work on child protection.
The country consultant’s responsibility will be to gather the perceptions of children, families and communities on the processes they have been involved in with Plan, and the outcomes and impact that have been achieved on child protection. Broadly, we are looking at perceptions on:
· Awareness
o To what extent has Plan’s work increased awareness amongst children, families and communities on rights and responsibilities regarding child protection
· Practice
o To what extent has Plan’s work supported a change in the behavior of children, families and communities to better protect children?
· Capacity building
o What local and community child protection systems, mechanisms and initiatives have been implemented?
o To what extent have children, families and communities been engaged in these local and community child protection systems, mechanisms and initiatives?
o How have local and community child protection systems been linked with the government authority initiatives?
· Participation
o How have children, their families and communities participated in changes in child protection and what opportunities have they had to influence local/national policy and practice on child protection?
Scope of Work
A framework for conducting the evaluation with children, families and communities using participatory processes will be developed by GCPS, but will be adapted to the country context through discussion between country consultant and the GCPS associate.
A framework for producing a summary of the findings will be provided by GCPS.
Deliverables
· A summary of the findings from the Focus Group Discussions (“FGDs”), in-depth interviews and other participatory methods.
· Illustrative quotes and photos (such as of drawings)
· Written transcripts of the FGDs, in-depth interviews and other participatory methods
Reporting Structure
The consultant will be contracted by GCPS and report to Carmela Tassone to ensure quality and timely outputs.
Duration of Assignment
The duration of the assignment is 8 days from 20 October to 3 November 2011.
· The country consultant will be briefed by the GCPS associate about the framework and methodologies to be used prior to the work commencing
· Work with the children, families and communities will commence at the same time the GCPS associate begins their work in country. It is expected that country consultant will spend 4 days in the field.
· Written transcripts, photos and quotes will be provided to the GCPS associate before she leaves the country
· The summary of findings will be provided by 3 November 2011.
