1. Background
1.1 The World Meteorological Organization (WMO) adopted Results-based Management (RBM) following the decision of Congress at its fifteenth session in June 2007. The four building blocks of WMO RBM Framework are WMO Strategic Plan (SP), WMO Operating Plan (OP), WMO Results-based Budget (RBB) and WMO Monitoring and Evaluation (M&E) System. The period 2008-2011 marked the first phase in the implementation of WMO RBM Framework. The Sixteenth Congress (16 May - 3 June 2011) approved WMO Strategic Plan that will guide the decisions of the Secretariat and Constituent bodies during the period 2012-2015. Congress emphasized the importance of the M&E System as a component of Results-based Management (RBM) that provides essential information for evaluating the performance of the Organization and for management/control purposes in the Secretariat. It agreed that full implementation of the M&E System should start in 2012 and requested the Secretary-General to ensure that all staff responsible for monitoring and evaluation are well trained in the M&E methodology and have ownership of the process. WMO will conduct two training workshops focusing in the development and implementation of M&E System.
1.2 The purpose of these training workshops is to enhance the capacities of programme managers in the development and implementation of M&E Systems in preparation for the full implementation of WMO M&E System in 2012.
The tasks for the consultant
2.1 The two broad tasks of the consultant are to:
(a) Assess the adequacy of WMO M&E System and propose any improvements;
(b) Conduct two two-day workshops to train about 40 programme managers on the development and implementation of monitoring and evaluation systems with a focus on WMO M&E System.
2.2 The specific tasks for the consultant include to:
(a) Train staff on Results-based Management (RBM) with a focus on the linkages among the four building blocks of WMO RBM Framework;
(b) Train staff on the various M&E tools and data collection methods;
(c) Train staff on methods to audit the quality of performance indicators and to identify required information to assess progress;
(d) Work with the workshop participants to propose improvements on performance indicators in the WMO Operating Plan 2012-2015; and
(e) Prepare a brief report from the workshop and proposed improvements on WMO M&E System.
3. Qualifications
The consultant should have:
(a) Demonstrated skills in building capacities in the development and implementation of M&E Systems;
(b) Demonstrated skills in the development and implementation of M&E Systems particularly as relates to the monitoring and evaluation of the impacts of the achieved results;
(c) Demonstrated ability to develop tools for data gathering and analysis of the impacts of achieved results; and
(d) Good understanding of the operations of WMO or relevant United Nations System and specialized agencies or other international organizations or NMHSs.
4. Structure of the Engagement and Duration
Most of the work involved in this task shall be done electronically. The consultant will only be required to travel to Geneva to conduct the workshops on M&E System. The consultant will be provided with the materials he/she considers necessary for efficient implementation of the tasks. The work requires preparation of presentations and reference notes for workshop participants. The duration of the task is spread from the date of signing the contract to that of finalizing the report, and payment shall be a lumpsum for ten (10)man-days at the UN rates. The expenses involving the travel to Geneva are paid separately. The work must be concluded by latest 30 October 2011.
