IBJ seeks an entrepreneurial professional who will work with the Managing Director in Singapore, as well as senior staff in Geneva, Switzerland, to implement the organization's vision and lead the development effort to support the Singapore Justice Training Centre's (SJTC) consolidation in Singapore and expansion in South East Asia. 1. Background

1.1 The World Meteorological Organization (WMO) adopted Results-based Management (RBM) following the decision of Congress at its fifteenth session in June 2007. The four building blocks of WMO RBM Framework are WMO Strategic Plan (SP), WMO Operating Plan (OP), WMO Results-based Budget (RBB) and WMO Monitoring and Evaluation (M&E) System. The period 2008-2011 marked the first phase in the implementation of WMO RBM Framework. The Sixteenth Congress (16 May - 3 June 2011) approved WMO Strategic Plan that will guide the decisions of the Secretariat and Constituent bodies during the period 2012-2015. Congress emphasized the importance of the M&E System as a component of Results-based Management (RBM) that provides essential information for evaluating the performance of the Organization and for management/control purposes in the Secretariat. It agreed that full implementation of the M&E System should start in 2012 and requested the Secretary-General to ensure that all staff responsible for monitoring and evaluation are well trained in the M&E methodology and have ownership of the process. WMO will conduct two training workshops focusing in the development and implementation of M&E System.

INDEPENDENT INTERIM EVALUATION OF ILO-EC PROJECT ON “ASSESSING AND ADDRESSING THE EFFECTS OF TRADE ON EMPLOYMENT” (ETE)

Purpose

The evaluation will be an assessment of the coherence, effectiveness, efficiency, results, and sustainability of the International Labour Organization (ILO) - European Commission (EC) technical cooperation project entitled “Assessing and Addressing the Effects of Trade on Employment” (ETE). The purpose of this interim evaluation is to learn whether the ETE project is: (i) coherent with the ILO’s four strategic objectives and the Decent Work Agenda, (ii) relevant and useful to the global policy community and constituents in the pilot countries, (iii) being conducted in an efficient manner according to the agreed project document and ILO standards, and (iv) producing the expected results among the project’s stakeholders. The recommendations and lessons learned from this evaluation will be used as inputs in improving the project’s approach and operations; building knowledge on the relationship between trade and employment and good practices in technical cooperation projects for the ILO, EC, and United Nations partner agencies; and shaping the expectations of all stakeholders, including national constituents, donors, and civil society groups.

Project Overview

The ETE project is a 48-month project that began in February 2009. Its operations are located at the ILO’s headquarters in Geneva as well as in four pilot countries: Indonesia, Bangladesh, Benin, and Guatemala. It has a budget of €3,397, 590 (which was equivalent to US$4,494,171 when the project was approved). The project is being financed by the EC. It has been conceived and structured based on the Strategic Partnership Framework between the ILO and the EC, which was signed in 2004. The project’s rationale can also be found in the ILO’s Declaration on Social Justice for a Fair Globalization, which was adopted by ILO members in 2008.
