Purpose of the Position
Under the general guidance of the Regional Director, ROSA: you will a ) develop, implement, manage and monitor a strategy for strengthening the evaluation function in South Asia ; b) As part of the regional strategy, you will develop a quality assurance system aimed at improving the quality of evaluations; c) provide technical support to country offices in the area of evaluation including capacity development at various levels ; c) provide and coordinate regional recommendations regarding global policy development, regional support and contributions to global corporate evaluation activities; d) ensure coherence with the evaluation function at the global level and with other UN agencies.

Key Expected Results
1. Develops and builds consensus around a regional strategy to strengthen the evaluation function in South Asia including a quality assurance system aimed at improving the quality and prioritization of evaluation in the Region. The strategy is expected to facilitate sharpening of programme focus and learning from the experience of implementing UNICEF programmes in the region. Prepares and disseminates periodic reports on the management of the evaluation function, to the RMT and the Office of Evaluation in HQ, and to the ExBoard. Develops as annual work plan for regional evaluation activities, monitors implementation including the use of budgetary resources.

2. Guides the conceptualization and implementation of regional thematic evaluations in areas of regional priority ensuring the incorporation of an equity focus, in agreement with the RMT.


3. Provides direct technical support to country offices for strengthening the evaluation function at the CO level. This includes: support the strategic planning of evaluations, quality assurance of major evaluations, ensure evaluation use, and contribute to reinforce the strategic involvement of UNICEF in UNDAF and joint evaluations.

4. Establishes a partnership approach with centres of excellence in evaluation in the region and abroad to facilitate the availability of additional high quality technical support for evaluation in the region as and when required.


5. Documents and shares through the global evaluation network good practices and lessons learned in evaluation from the region and participates in or facilitates the development of a community practice in the area of evaluation

6. Provides UNICEF inputs into and coordinates effectively with regional UN inter-agency evaluation mechanisms and initiatives such as the UN Evaluation Development Group and the Evaluation Journal.

7. Ensures the availability of sufficient staff capacity in the region to manage the evaluation function and maintain a high standard of evaluation including through regional PME network meetings and organization of specific technical training as and when required.

8. Keeps abreast of developments in the field of evaluation, equity oriented interventions, knowledge management, /advocacy and other related field in the regions and at headquarters and provides/ coordinates regional contributions and recommendations in connection with the development and implementation of global policies and strategies related to evaluation.

Qualifications of Successful Candidate
Advanced university degree in areas related to evaluation and/or the social sciences with exposure to statistics and international development.*
Twelve years progressively responsible professional work experience in the area of monitoring and evaluation, social policy analysis having extensive contact with other UN and non UN actors in the area of evaluation. At least half of the time should be directly in the area of evaluation and in developing countries
Fluency in English and another UN language required.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
