Consultant Opportunity to evaluate UNESCO's Priority Gender Equality program

ANNOUNCEMENT FOR CONSULTANCY OPPORTUNITY

EnCompass LLC is seeking a consultant to participate in a proposal to UNESCO to evaluate its Priority Gender Equality program. The evaluation is intended to examine UNESCO’s achievements in promoting gender equality in line with the Millennium Development Goals and to make recommendations for future programming.

EnCompass LLC, a small women-owned consulting firm based in the Washington, DC area that supports international organizations, governments, businesses and the nonprofit sector worldwide through its customized organizational and leadership development, training, technical assistance and evaluation services.

The consultant we are seeking must have the following qualifications:

· Advanced knowledge of and expertise in gender mainstreaming and gender-specific programming
· Extensive knowledge of the UN system, and UNESCO in particular
· Fluency in French and at least conversant in English
· At least 5 years of professional experience in program and project evaluation of relevance to policy making in international development
· Advanced degree in a specialized field in the social sciences, humanities, public policy or related fields
· Excellent oral and written communications in English and French, with Spanish as an asset

The position consist of two phases, one of which is immediately available to assist in the preparation of a proposal to UNESCO due Friday, October 7th, 2011, and a second phase to participate as a member of the evaluation team if EnCompass is successful in its bid.
