The Planning, Monitoring, Evaluation and Reporting (PMER) Coordinator is responsible for the translation and coordination of the IFRC Secretariat's planning, monitoring, evaluation and reporting processes for the Haiti Recovery Operation. The Coordinator provides technical assistance and support to IFRC management, programme coordinators and their teams to ensure excellence in the management of results in a manner that meets international standards and contributes to accountability for the significant resources mobilized for the Haiti Recovery Operation. The PMER Coordinator supervises the reporting team to ensure close and appropriate linkages between M&E systems and reporting; and coordinates closely with the information management movement coordinator to support the alignment of IFRC Secretariat information management systems. The Coordinator will support and oversee efforts to build the capacity of the Haitian Red Cross in monitoring and reporting with the support of the reporting team.
Key tasks and responsibilities
PLANNING
1) Oversee the development of the plan of action (PoA) and subsequent updates that help operationalize the Federation-wide Strategic Framework and are contextualized to the current Haiti situation. Supports other planning processes as needed.
2) Provide technical support to IFRC management and programme coordinators in results based work-planning to ensure comprehensiveness of plans to meet targets and outcomes established in the Plan of Action; this can include but is not limited to technical support in programme and project design, proposal writing, and annual and quarterly work planning.
3) Lead IFRC Secretariat inputs as needed to Federation-wide strategic planning efforts.
4) Supports programme coordinators and other staff in the design of project proposals meetings IFRC and international project design standards.
5) Support HRCS efforts in strategic, programme and operational planning; provide technical assistance and training as warranted.
MONITORING
6) Support the development of efficient and effective monitoring systems per the Plan of Action
7) Responsible to monitor the environment and changing Haitian recovery context as needed to ensure the relevance of IFRC Secretariat plans and project proposals
8) Support regular and ongoing programme reviews of IFRC Secretariat work testing the effectiveness and accuracy of IFRC monitoring systems.
9) Manage the reporting team ensuring timely and quality reports to management, donors and other stakeholders; support programme coordinators to ensure the accuracy of monitoring systems.
10) Coordinate closely with the information management unit and Federation-wide reporting to ensure appropriate identification and use of strategic information.
11) Provide capacity building support to IFRC Secretariat in assessments, design, monitoring and evaluation as needed; capacity building support should include HRCS as interest and capacity allows.
EVALUATION
12) Oversee the development and management of an IFRC Secretariat Haiti Recovery Evaluation Framework, ensuring international standards of evaluation are upheld.
13) Oversee the design and execution of programme evaluations including for any new emergency appeals that may occur during the operation.
14) Serve as the Evaluation Manager for all externally implmented evaluations.
15) Support the use of evaluation results both within the operation and in a way that contributes to IFRC learning processes at zonal and Geneva levels; ensures the development and usage of management response plans for IFRC Secretariat evaluations.
16) Ensures the results of IFRC Secretariat Planning, Monitoring and Evaluation systems feed into an IFRC Secretariat learning strategy and link to Federation-wide learning strategy.
17) Supports IFRC Secretariat participation in the Movement Coordination Haiti Performance and Accountability Working Group.
REPORTING
18) Accountable for the quality and outputs of the reporting team
19) Manages the reporting team to help ensure donor requirements as defined by the various PMNs are met
20) Supports the reporting team to ensure IFRC reporting standards are upheld
21) Ensures the reporting team is providing technical assistance and capacity building support to HRCS in monitoring and reporting at branch, regional committee and national headquarters level
LATERAL RELATIONSHIPS:
1. Ensure effective working relationships with IFRC Haiti reporting team, including FW-reporting and movement coordinators for information management and other technical programme areas.
2. Ensures effective working relationships with IFRC programme coordinators, management and HRCS.
3. Ensure effective working relationships with relevant technical teams, services units and departments at Zone and Global Secretariat level.
ACCOUNTABILITY:

Person specification
Education/Qualifications Required Preferred
Advanced university degree (Master's or equivalent) in social sciences, international development or related field X
University work in community development, disaster risk management, health or other related fields X
Experience
Minimum 5 years experience in strategic, programme and project planning (including knowledge of results- based or logical framework systems or their equivalent) X
Minimum 10 years international evaluation experience X
Minimum 10 years working in recovery and development settings X
Minimum five years management/supervisory experience X
5 to 7 years experience in working for a humanitarian aid organisation in a low-income least-developed countries – required X
Experience in survey design and sampling
Familiarity with Movement and International Federation policies and guidelines - in particular the Seville Agreement and Supplementary Measures and the Code for Good Partnership
Acquaint with International Federation policies, procedures and systems
Volunteer and/or work experience at national and/or international level in the RC/RC
Previous long-term missions in Haiti
