Consultant for WHO

SEEKING CONSULTANTS FOR UNITAID M&E FRAMEWORK

The Office of Internal Oversight Services of the World Health Organization (WHO) is seeking qualified consulting expertise in order to review the Monitoring and Evaluation FFramework of UNITAID. We invite you to submit your curriculum vitae with a justification note on your suitability for the assignment.

UNITAIDUNITAID was established to support existing efforts to achieve the United Nations MillenniumMillennium Development Goals - in particular, Goals 4 - Child Health; 5 - Maternal Health; 6 - Combating HIV/AIDS and other diseases.

UNITAID is funded through a combination of airline taxes and multi-year contributions and is supported by founding members Brazil, Chile, France, Norway and the United Kingdom. UNITAID's strategy 2010-2012 and subsequent policies aim to make quality medicines and diagnostics quickly available to mostly low income countries. The market changes resulting from UNITAID's investments in quality medicines and diagnostics include low, sustainable pricing, fast delivery time and products adapted to the needs of specific populations (i.e. acceptable formulations that are easy to use, promote adherence to treatments and minimize development of resistance).

Organizational Key Performance Indicators (KPIs) have been developed and approved by the UNITAID Board. UNITAID shares its KPIs with all implementing partners to promote a solid understanding of the expectations that UNITAID has for their performance and their reporting. UNITAID is working with implementing partners to achieve better project planning. It expects that in the future, projects will be fully aligned with its strategic objectives, promoting standardized partner reporting on a key set of indicators.

UNITAID measures its success based on the impact of its project funding choices on the markets for medicines, diagnostics and related products of public health importance to treat HIV/AIDS, TB and malaria. UNITAID monitors how the markets respond to the provision of its additional, secure funding for medicines, diagnostics and related products for HIV/AIDS, TB and malaria.

1.The consultant is required to asses the ability of the elements in the M&E framework established by the UNITAID Secretariat to monitor project performance. Specifically are projects on track to achieve their specified

outputs and are the activities for these outputs using the UNITAID financial input efficiently and within the agreed time frame and project plan.

2.Existence of a systematic process of project performance assessment.

Scope and methodology

The work will be performed at UNITAID Secretariat in Geneva. It is expected that the consultant will apply standard techniques such as desk reviews, analyses, surveys and interviews in the conduct of the assignment and will consult with all relevant stakeholders as appropriate.

The assignment is expected to start in November/December 2011 and last for two months. This includes the time for report writing.

The consultant will be paid at standard WHO rates of USD 12 540 per calendar month.
