Country Director/Regional Business Development Manager

International Relief and Development, Inc. (IRD) is seeking a creative, dynamic, committed, experienced, and highly motivated Country Director/Regional Business Development Manager to join the Indonesia team!

The Country Director/Regional Business Development Manager is responsible for the development of new business in Indonesia and Asian-Pacific countries including Papua New Guinea and Timor-Leste. The Director develops a culture of professional development and teamwork for all IRD team members in country while maintaining a proactive approach to security management. The Director supervises and manages responsibilities over all for country personnel, offices, programs, security and policies, and ensures that country program(s) are planned and executed with quality, accountability and measurable impact. Additionally, the Director is responsible for all donor communication, as well as responsible for liaising with relevant government entities and for external representation of IRD’s programs in country.



Essential Job Functions:

Develops program strategies that animate and maximize internal and external resources and relationships;
Formulates and plans a clear vision of present and future program goals and strategies which can be clearly communicated to team members, local beneficiaries, international partners and donors;
Develops and nurtures culturally sensitive internal and external relationships and networks to ensure optimum communication and program success;
Builds strong constituencies to include IRD headquarters and regional officers and staff, international and local NGOs, government officials, donor community officials, diplomatic corps and embassies, vendors, media and the general public;
Manages with an emphasis on excellence and achievement;
Encourages a team culture of learning, creativity and innovation;
Recruits, manages and motivates an informed, skilled and efficient team;
Incorporates staff development strategies and Performance Management systems in team building process;
Manages security and safety of the team and field office/s supported by necessary systems and training;
Manages all aspects of quality program design and implementation;
Establishes and maintains effective business development reporting, monitoring/evaluation systems for internal and external use;
Builds and maintains structures that ensure proper segregation of duties between finance and administration;
Understands and incorporates resources, systems and structures available from IRD worldwide;
Ensures effective and transparent use of financial resources in compliance with IRD and donor policies and procedures; and



Specific Job Functions

Gathers intelligence on specific funding opportunities in the Asian Pacific region, with a specific focus on Indonesia, Papua New Guinea and Timor-Leste;
Develops relationships with appropriate USAID staff to gather intelligence on upcoming USAID solicitations and their country strategies in the region;
Develops relationships with other international donors, with particular emphasis on AusAID, ADB and World Bank, and determines their country strategies and funding possibilities;
Develops relationships with local NGO and private sector partners and identify areas of potential collaboration; explores opportunities for leveraging private funding and building public/private partnerships;
Attends donor and NGO coordination meetings as appropriate to gather intelligence on both programming gaps and funding opportunities;
Identifies opportunities for cross-border programming in coordination with IRD’s in-country staff;
For project proposals, identifies potential key personnel (both local and international) as well as potential local partners to team with;
Communicates with BD/HQ including providing weekly reports and participating in conference calls on a bi-weekly basis;
With training and support from HQ Business Development Unit, uses Salesforce business intelligence software platform for capturing new BD opportunities and competitive intelligence from the field; and
Expand scope of existing programs as opportunities allow.
