Human Resources Manager (HRM)

Jhpiego, an affiliate of the Johns Hopkins University, builds global and local partnerships to enhance the quality of health care services for women and families around the worlds. Jhpiego is a global leader in the creation of innovative approaches to developing human resources for health. The Jhpiego Indonesia program is aimed to improve maternal and newborn health outcomes in Indonesia. We are currently implementing several programs in Indonesia with a variety of funding sources. In order to reach our goals, we are recruiting for several positions to be part of the Jhpiego Indonesia team. The following positions are available:

Human Resources Manager (HRM)

Department: HR Department
Position Reports To: COP Positions
Supervised: HR officer
Location: Jakarta, Indonesia

Overview:

Under the supervision of Country Director the HR Manager is responsible for planning, direct and coordinate Jhpiego Indonesia Human Resource Management activities in accordance with Jhpiego’s established HR guidelines.

Responsibilities:

Employment activities: Manage Jhpiego Indonesia’s employment activities including recruitment, interviewing, hiring, employment
agreements, new hire orientation, promotion, work scheduling, time off, problem solving and termination.

Employee Performance Evaluation:
Coordinate the Jhpiego Indonesia employee performance planning and evaluation system.
Provides support and training to employee supervisors to ensure they appropriately manage employees under their supervision.
Compensation and Salary

Administration: Coordinate Jhpiego Indonesia compensation and salary administration issues including, salary negotiation, salary structure development, investigating national consumer price indices to determine cost of living adjustments, coordination and documentation of salary adjustments (COLA, merit, promotion, etc.) and ensure Jhpiego project staff remuneration harmonization.

Timesheet allocation: Receives and reviews timesheets and overtime authorization forms from all offices and project staff.

Fringe Benefit Management:
Investigates and puts in place customary fringe benefit package for Jhpiego Indonesia staff.
Procures medical insurance for employees and their dependants and any other legally mandated covers including JAMSOSTEK.
Prepares and maintains records of Jhpiego Indonesia employees’ vacation, sick leave, and fringe benefits.

Personnel Manual: Coordinate development, revision and adherence to the Human Resources Manuals for Jhpiego Indonesia ensuring compliance with relevant Jhpiego countries local labor laws.

Staff Development:
Together with the COP/Country Director, plans and implements staff professional development and training activities.
Consultants Management: Oversees Jhpiego Indonesia consultant activities including requisitioning, rate determination and contractor justification, agreement development, coordinates payments on confirmation of deliverables, tracking and closing out
Others: Ensure HR filing system and HR records are complete and up to date.

Qualifications and Requirements:

- Bachelor’s degree or equivalent in management, law or psychology.
- Knowledge of Indonesia labor law required
- At least five years of relevant HR work experience, preferably with an international organization
- Strong management, team work, innovative, interpersonal communication, results-oriented and decision-making skills
- Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
- Excellent written and oral communication skills in English and Bahasa
- Availability and willingness to travel within Indonesia
