Background:

Social Impact (SI) is an Arlington-based international development management consulting firm. We provide a full range of innovative management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. We provide services globally in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.

Objective:

SI is seeking experienced Indonesian monitoring and evaluation specialist to support an anticipated USAID health governance activity in four districts of Papua, Indonesia (Kota Jayapura, Jayapura, Jayawijaya, and Mimika). The project aims to contribute to the improved delivery of public health services (especially related to tuberculosis, HIV/AIDS, and maternal and child health) in Papua by strengthening health sector management and good governance, including increased participation, accountability, and access to information.

Job Description for the Monitoring and Evaluation Specialist:

The Monitoring and Evaluation Specialist will be based in Kota Jayapura, Papua, and will report to the SI M&E Manager based in Jakarta. The M&E Specialist will work with the existing Kinerja M&E Team based in Jakarta to refine and implement a Performance Monitoring Plan (PMP) for Kinerja in Papua, including:

· Indicator selection related to health sector governance
· Survey design related to health sector governance
· overseeing the collection of primary data and the acquisition of secondary data, including quality control
· Analyzing primary and secondary data for performance indicators
· Assessing and documenting data quality
· Coaching project team members on PMP use and associated data collection and reporting systems
· Training local implementing partners on their role in M&E, e.g., tracking and reporting of relevant indicators
· Supervising/preparing regular monitoring and evaluation reporting
· Providing ongoing support, mentoring, and/or capacity building for local government partners related to the collection, management, and analysis of relevant data.

Qualifications

· Indonesian national possessing extensive knowledge of and experience in Papua;
· Minimum 5 years’ experience in monitoring and evaluation of donor-funded governance and/or health improvement projects (both strongly preferred);
· Experience developing or applying indicators of complex political, economic, and/or social change
· Experience in primary data collection (both quantitative and qualitative preferred)
· Experience in quantitative data analysis;
· University-level degree in related field such as statistics, quantitative methods, political science or public health;
· Strong team-work and client relationship skills;
· Demonstrated ability to write clear and concise technical documents
· Demonstrated familiarity with research methods and statistical analysis
· Demonstrated familiarity with Microsoft Office (Word, Excel, Powerpoint); previous experience with statistical software (SPSS, STATA, or similar) preferred.
· Fluency in English and Bahasa Indonesia.

Location and Duration:

This assignment will be full time for two years (with possibility for extension) based in Kota Jayapura, Papua, Indonesia. Travel to remote areas of Papua will be required for this position.
