World Food Programme, Indonesia invites applications from the eligible candidates for the following position:
Position: National Programme Officer (M&E and Reports)
Contract Type: Special Service Agreement / Service Contract
Duty Station: Jakarta, Indonesia
The United Nation World Food Programme (WFP) in collaboration with our partners will commence a new Country Programme in January 2012. The vision for this Country Programme is to support the Government, as a catalyst in achieving sustainable food and nutritional security for all Indonesians, particularly the extreme poor and most vulnerable while laying the foundations for Indonesia to become a global champion against hunger. The Country Programme will focus on capacity development in three pillars: monitoring, analysing, mapping and addressing food insecurity, disaster preparedness and response and to reduce undernutrition below critical levels. To achieve these goals, knowledge management, M&E will be a key component to demonstrate achievement.
Accountabilities: The subscriber will report directly to Head of Vulnerability Analysis and Mapping Unit (VAM) will be responsible for the following duties:
Perform analysis of the data in the database, informing the management and programme staff to take appropriate action, as required;
Regularly review food security/vulnerability data and provide the Country Office with key information for advocacy and action. Those data will be provided by M&E, VAM food security monitor and surveillance tools plus other sources such as government statistics, NGOs, news clippings and qualitative information from field monitors;
Timely update talking points, project reports and briefing kits with key information on food security/vulnerability and M&E results;
Provide quantitative information on M&E outputs to annual and donors reports, briefings, and funding proposals;
Produce M&E bulletins from the database;
Maintain country wide records of monthly monitoring plans versus actual achievement by sub office;
Maintain proper documentation on all M&E related materials;
Provide M&E training, database training to WFP staff and stakeholders;
Participate in designing and implementation of programme evaluation surveys;
Provide inputs in designing WFP programs based on periodical monitoring results and evaluation findings;
Improve the methodology and implementation of monitoring and evaluation (M&E) system for food security programme(s) in close consultation with technical partners in the government as required;
Strengthen and maintain collaboration with other UN/international agencies and national agencies on issues of common interest; Contribute to global M&E activities;
Be a member of Food Security Thematic Group, participate and contribute in joint exercises as required;
Act as the WFP country office M&E focal point; and Perform other related duties as required.
Qualifications and Experiences:
Education: Advanced university degree in economics, sociology, agriculture, geography, nutrition, rural development and or similar relevant discipline
Experience: At least three years of postgraduate progressively responsible professional experience in vulnerability analysis, monitoring and evaluation or a closely related area.
Knowledge: Strong analytical knowledge quantitative and qualitative data collection, treatment, and manipulation techniques typically associated with it. Advanced computer skills, including at least intermediate skills in database applications and spreadsheet. Working knowledge of basic statistics.
Language: Fluency in both oral and written English and Bahasa Indonesia.
Other Desirable Skills: Strong reporting skill in both English and Bahasa Indonesia; knowledge of web-based database management; experience in knowledge management and effective information sharing.
