FOOD TECHNOLOGist

World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. In 2011, WFP aims to bring food assistance to more than 90 million people in 73 countries.

In Timor Leste, WFP has supported the establishment of a food factory to

produce Timor Vita, an extruded and milled blend of cereals, pulses fortified with micronutrients (vitamins and minerals).

FOOD TECHNOLOGist

The Food Technologist will be based in Timor Leste, and responsible for performing the following functions:

- Developing and validating production SOPs for Timor Vita which include establishing raw material specifications;developing extrusion cooking guidelines; implementing cleaning protocols; establishing fortification process.

- Improving Good Manufacturing Practices implemented at the Timor Vita production plant.

- Establishing and implementing a hazard analysis critical control point (HACCP) plan and integrated pest management plan for the production of Timor Vita.

- Establishing and implementing an appropriate quality assurance system, which includes establishing a small lab for testing Timor Vita.

- Building capacity amongst the various stakeholders involved in food processing such as Government, Industry, UN organizations and NGOs enabling the project to be sustained.

Qualifications:

Advanced university degree in Food Technology/Food Science or related field, and familiarity with GMP and HACCP implementation

Five years relevant work experience in food manufacturing

Ability to work independently on technical matters with minimum supervision.

Excellent command of written and spoken English and Bahasa

Willingness to work in Timor Leste

Position: Programme Assistant (FFW/Prototyping)

Accountabilities: Under the direct supervision of the Senior Programme assistant (Safety net). Within the assigned unit, the Programme Assistant will be responsible for the following duties:

Undertake negotiations for and prepare project documents with government ministries and other participating agencies; approach potential partners for adaptation to climate change projects in NTT;
Organize project planning missions, meetings and briefing sessions to identify and analyze problems and recommend project;
Assess project performance including utilization of resources and achievement of planned targets;
Monitor, update and track data related to project issues, commodity pipelines and financial allotment status reports, informing the relevant divisions accordingly; ensure accuracy of data related to the above;
Analyze and prepare projections for food commodities and non-food items to ensure timely call forward and/or local procurement;
Assist in compiling monthly statistics on food aid and support provided;
Maintain records on programme activities, from formulation stage through completion, by extracting relevant information from reports, project committees, budget records and other documentation; 

make information available for country briefs, country profiles, and other related purposes; ensure project cycle deadlines are met;
Analyze contract terms and conditions, and correct any observed discrepancies between contract rates and invoice amounts;
Carry out advocacy and information related tasks for project/programme activities such as making interventions and presentations in meetings, workshops, seminars, missions, etc;
Prepare status and progress reports by providing information and background material for use in discussions and briefing sessions;
Provide guidance, on-the-job training and assistance to support staff;
Evaluate, develop, and recommend procedures. Participates in discussions on new/revised procedures and practices; interprets and assesses the impact of changes and makes recommendations on follow up actions;
Provide training to counterparts and communities as required on WFP procedures, local food processing, nutritional aspects, hygiene, etc;
Represent WFP at provincial / district policy dialogues, cooperation networks, workshops, meeting, technical events related to FFW and climate change adaptation and mitigation in NTT;
Contribute to the WFP corporate knowledge sharing on climate change, including good practices and successful experiences on climate change adaptation in the field level;
 

Perform other related duties as required.

Accountability:
Within delegated authority, the Logistics Assistant will be responsible for the following duties:
In accordance with established procedures, thoroughly check the information recorded in hard-copy documents received from the food suppliers, WFP warehouses in other locations, delivery orders, LTIs and dispatches for clarity and correctness and enter data from these documents, into the office’s Commodity Tracking System (COMPAS);
Prepare reports as frequently and promptly as required; maintain adequate filing systems and archives for swift and easy retrieval of information; analyze data from WFP’s information system and report any
discrepancies or irregularities to the supervisor and COMPAS data manager at the CO;
Send and receive data transmission on a daily basis and when requested, to and from Jakarta COMPAS main server;
Travel occasionally in the region when required to do so by the organization;
Share knowledge of COMPAS with other staff members in the unit and work to foster a team spirit;
Assist the Sub-office logistics focal point in the overall management of stocks and warehouses and ensure proper warehouse management and documentation are implemented;
Ensure data received by the Ledger Sheet/book from Warehouses are correct and entered in the Food Tracking System;
Perform and assist in the monthly physical inspection of the warehouses and/or any other function required to receive or release WFP commodities from the warehouses;

Senior Programme Assistant

Accountabilities: Within the assigned unit, the incumbent will be responsible for the following duties:
Regularly review and archive the results of food security monitoring systems, WFP’s monitoring and evaluation activities and vulnerability monitoring activities by other agencies so as to inform WFP programming; 

Co-facilitate the trainings for government counterparts on food security and nutrition concept, indicators and key methodologies of monitoring;
Based on the agreed methodology and guideline, provide advice to government counterpart agencies on implementation of food security monitoring systems;
Support the team in data review and reporting including periodical bulletins and project documents;
Coordinate and/or participate in food security assessments;
Be a member of Technical Working Group of food security analysis, monitoring and mapping activities;
Provide secretarial support to the Unit when required. It involves drafting correspondence, note for records, and translation of Bahasa Indonesia-English and English-Bahasa Indonesia; and
Perform other related duties as required.
