Procurement Officer

Jhpiego is a global leader in the creation of innovative approaches to developing human resources for health. The Jhpiego Indonesia program is aimed to improve maternal and newborn health outcomes in Indonesia. We are currently implementing several programs in Indonesia with a variety of funding sources. In order to reach our goals, we are recruiting for several positions to be part of the Jhpiego Indonesia team. The following positions are available:

Procurement Officer

Department: Finance & Administration
Position Reports To: Office Manager Positions
Supervised: None
Location: Jakarta, Indonesia

Overview:

The Jhpiego Indonesia program is aimed at improving maternal and newborn health outcomes in Indonesia. The Procurement Officer will be responsible to carry out Jhpiego Indonesia’s procurement and logistical function in accordance with Jhpiego/donor’s procurement policies and procedures and to ensure effective and efficient procurement practices.

Responsibilities:

Be responsible to carry out all office procurements and logistics in coordination with Office Manager and Finance Manager on timely basis.
Register, track, maintain, report and timely update of all purchased or donated and or loaned assets.
Manage the procurement process for various goods and services provided by local suppliers.
Prepare and carry out Purchase-Orders in accordance with the Procurement Policy.
Maintain and update list of local suppliers for office supplies, stationery, gas, water etc.
Ensure compliance of USAID/Jhpiego's procurement rules and regulations.
Be responsible to provide orientation on procurement procedures for all staff.
Develop and manage a system for stock control and store keeping.
Maintain the inventory of the store, on a regular basis carry out a stock count of these items and prepare a report and submit it to the Office Manager
Prepare the inventory report of office equipment and supplies.
Manage the bidding process for the procurement of various program related assets as well as services provided by local contractors.
Ensure the supply and provision of all program material needs
Participate as active member of Purchase Committee, keeping in view the existing purchase mechanism of the organization.
Maintain a list of local suppliers dealing in supplies and equipment usually required by the program.
Make market checks to find the best quality at the best prices and advise the concerned managers with the prevailing market rates.
Any other task assigned by supervisor.

Required Qualifications:

Bachelor degree in management, business administration or related fields. 3 years experience in a similar position with national and/or international organizations Excellent organizational and interpersonal skills with a service oriented outlook. Knowledge in USAID’s procurement rules and regulations will be preferred. Excellent oral and written communication skills in English.
· Good computer skills, including competence in Microsoft Office.,
· Demonstrated ability to work collaboratively with colleagues in a complex and rapidly changing environment; excellent interpersonal skills.

Good Negotiation skill.
