Context

The BBC World Service Trust (WST) is the independent international charity of the BBC which uses media to advance development worldwide. As part of one of the world’s leading media organisations, the Trust is committed to improving the quality of people’s lives in developing and transitional countries through the innovative use of media.

About the project

BBC WST will be carrying out a large-scale initiative on climate change across seven countries in Asia. This will involve quantitative and qualitative research to understand how the public both understand and are living with climate change. Out of this work it will be crucial to the project to identify and pilot effective communications to address the issue.

This is an ambitious initiative with multiple stakeholders across a number of countries. It is intended that *Climate Asia* will lead to greater regional collaboration and inform how governments, the donor community and the media use communications to respond to climate change.

The ultimate beneficiaries will be the urban and rural poor who have most to lose from climate change, but the initiative will need to engage a wide group of people including those with influence within those societies.

The job role

As the principal point of contact for Climate Asia in Indonesia, the Project Officer will play a critical role in establishing the objectives and potential of the project amongst a diverse range of internal and external stakeholders – from the outset of the project through to its final dissemination phase - as well as co-ordinating the developmental process that will enable practical communications solutions to be drawn from the research work.

The Project Officer will work closely with the Senior Research Officer in country as well as the project team based in London who will offer ongoing guidance and supervision with regular visits to the country at key points of engagement and delivery. In addition, with equivalent Project Officer posts in each of the 7 countries there will be collaboration with colleagues across the continent.

Key duties
- To be an ambassador for the Climate Asia project, working as a primary point of contact for all information on its objectives and ongoing progress
- Identifying and analysing existing communications initiatives and media responses to climate change
- Working closely with the research team to support qualitative and quantitative research, and establish key insights for communications recommendations and solutions
- Establishing and maintaining an in-country group of experts and advisors from a range of different sectors including the media, Government, NGOs, civil society and the corporate sector
- Hosting events to engage stakeholder audiences and developing regular presentations and updates on the project
- Coordinating a team of experts from within the BBC WST and externally to design communications packages
- Developing an in-country dissemination strategy to ensure uptake of communications packages and recommendations

Operational management
- To be responsible for payments to freelancers and for services rendered
- To report on budgeted spending and submit regular invoices to London **

Knowledge, Skills and Experience

Essential
1. Strong experience in project management including overseeing planning, coordination and resources
2. Some experience managing budgets and financial responsibility
3. Ability to plan and conduct work with minimal supervision
4. Considerable experience working with the Media, Government and NGOs
5. Experience and knowledge of climate change and the media
6. Strong written and verbal communication skills including the ability to develop and maintain networks of contacts
7. Strong written and spoken English
8. Strong IT skills including Excel, PowerPoint and Word

Desirable
1. Experience of working on climate change media initiatives
2. Experience of working with research and insight based communications
3. Knowledge of a range of climate change stakeholders

Travel
There will be some short term travel local required within the country and potent travel overseas to collaborate with the international team.

Breakdown of part-time
- December 2011 to March 2012 – 4 days per month
- April to July 2012 and October to December 2012 – 10 days per month
- August to October 2012 – 20 days per month

In addition, a full week’s work in January with all 7 Project Officers in Delhi / Bangkok is currently under consideration. **
