BACKGROUND In 2007 the Government of Indonesia introduced PNPM Generasi Sehat dan Cerdas (PNPM Healthy and Smart Generation—PNPM Generasi) as one of two large-scale pilot projects aimed at addressing lagging indicators of maternal and child health and basic education, and improving access of rural communities to basic health and education services. PNPM Generasi utilizes incentivized block grants and trained PNPM facilitators to assist communities to plan and implement activities that address 12 target health and education indicators.

PNPM Generasi was accompanied by a rigorous impact evaluation to test program impacts on health and education outcomes, as well as the differential impacts of two which provided block grants to villages based on the number of pregnant women and school-aged children against a model which provided performance bonuses to communities based on the relative achievement of the 12 target indicators. The evaluation found that overall the program reduced childhood malnutrition, and increased community uptake of a range of services offered at village health posts. The evaluation also found that the incentivized model improved performance on health. In 2010, the government subsequently decided to scale up PNPM Generasi in locations with low baseline health and education performance.

PNPM Generasi operates in 2,179 villages in 212 subdistricts across six provinces: West Java, East Java, Gorontalo, North Sulawesi East Nusa Tenggara and West Nusa Tenggara, benefitting more than 3.1 million villagers. The implementing agency, the Directorate for Community Empowerment (PMD) within the Ministry of Home Affairs is currently in the process of expanding PNPM Generasi coverage into 71 additional sub-districts with low baseline health and education indicators, with plans to expand to an additional 188 sub-districts in 2012-2013. In addition, the PNPM Support facility is collaborating with WB health, sanitation and early childhood development teams to develop PNPM “Generasi Plus,” a program that will build on PNPM Generasi’s successes at motivating communities to access services by providing technical support and capacity development assistance to health and education providers, and introduce mechanisms to strengthen oversight of front-line provider performance.

The growing size and complexity of the PNPM Generasi program therefore requires the skills and support of an Operations Analyst to assist with project preparation, appraisal, implementation and supervision. The Operations Analyst will also be responsible for providing implementation support to the executing agency, PMD, and program consultants and facilitators operating at the provincial, district, and sub-district level. Duties and Accountabilities
DUTIES AND RESPONSIBILITIES
The overall task of the Operations Analyst is to provide technical inputs required to maintain the high quality of the ongoing operation, while ensuring the smooth scale-up and integration of design modifications. The Operations Analyst is expected to work closely with the PNPM Support facility task teams, including PNPM Rural, FM, and Communications, and counterparts in the implementing agency, Bappenas and Menkokesra to ensure smooth planning and implementation of the project. S/he will identify systemic constraints that undermine program quality and effectiveness, and provide operational recommendations to overcome these issues.

Specific tasks include: Programmatic responsibilities:
• Provide close implementation support to the new program secretariat that is being mobilized within the Pemberdayaan Lembaga Adat dan Sosial Budaya Masyarakat (Sosbud) directorate within PMD, particularly on procurement and fiduciary issues.
• Provide implementation support to NMC and PMD to revise and update the PNPM Generasi Operations Manual in time for the 2012 implementation cycle;
• Support PMD in efforts to build relationships with the Ministry of Health and Ministry of Education to ensure they are fully up-to-date on planning, policy, and operations.
• Provide recommendations based on lessons learned from PNPM Generasi field operations on how to scale-up PNPM Generasi’s focus on investments in health and education and performance-based grants within PNPM Rural.
• Provide on-time advice to project team, Ministry of Home Affair and the National Management Consultant (NMC) on conceptual, design and operational issues for PNPM Generasi.
• Liaise with NMC in supervising recruitment for facilitators in national and local level, supervise training and mobilization of consultants and facilitators, review and assess the training and communication materials and provide operational recommendations. Assist the Government in revising the training modules for PNPM Generasi.
• Supervise and evaluate project implementation of PNPM Generasi through field visits in coordination with WB team, Government and NMC team and provide technical and analytical recommendations for operations improvement.
• Review ToRs, bidding documents, and procurement plans submitted by the executing agency.
• Provide technical and operational recommendations on improving communication with internal and external stakeholders. Includes the drafting of quarterly project newsletter, and the collection of success stories for use by the Communications team.
• Work closely with the PSF procurement specialist to ensure that program Secretariat procurement specialists procure goods and consultant services in a timely, high quality manner.
• Maintain clear, detailed records of project activities;
• Other duties and tasks as specified by the PNPM Generasi Task Team Leader and the Social Development Sector Coordinator.

OUTPUTS The Operations Analyst will be responsible for the following outputs:
1. Bi-monthly updates on the status of procurement packages, disbursements, and consultant and facilitator staffing vacancies.
2. Quarterly PNPM Generasi Newsletters.
3. Supervision Mission BTORs and summaries for discussion with executing agency and project management consultants. Ensure BTORs are posted on JMC website.
4. PNPM Generasi national multi-stakeholder workshops.
5. Revised PNPM Generasi Operationsl Manual receives WB no objection.
6. Quarterly task team supervision schedules.
7. Quarterly coordination meetings with Health and Education. MANAGEMENT The Operations Analyst will report to the World Bank’s Social Development Sector Coordinator. On a day-to-day basis (s)he will work under the supervision of the Task Team Leader of PNPM Generasi. This co-term position is based in Jakarta, but requires frequent on-site support at the PMD office in Pasar Minggu, Jakarta and frequent travel to program sites.

Selection Criteria
QUALIFICATIONS
• A minimum of a Master’s in social sciences and five years of relevant work experience;
• Minimum of five years of work experience on rural development, health and/or education projects;
• Demonstrated understanding of poverty and development issues in Indonesia.
• Excellent writing and communication skills in English and Indonesian. Demonstrated skills in communicating data visually through graphs and charts.
• A strong understanding of World Bank procurement and fiduciary policies is highly desirable;
• Prior experience working with the Indonesian government and understanding of government project implementation processes desirable,
• Results oriented and focused,
• Strong attention to detail and to maintaining a high quality standard,
• Strong team worker, self-starter and takes initiative.
