Program Manager, Secretary and HR Staff Position

Indonesian Business coalition on AIDS (IBCA) is looking for professional and skilled candidate as below:

1. Title: Program Manager
Duration: 2 years with annual contract
Duty Station: Jakarta

2. Title: Secretary and HR Staff
Duration: 1 year with possibility of extension
Duty station: Jakarta


Background
The Indonesian Business Coalition (IBCA) is a non-profit, politically neutral, voluntary association of businesses operating in Indonesia, working together to adopt best practices in the fight against HIV and AIDS. IBCA is organizing a private sector response to the growing HIV and AIDS problem in Indonesia and assist company employers to develop and implement comprehensive workplace HIV and AIDS programs. IBCA is looking for a capable Indonesian professional for its :

I. Program Manager

DUTIES AND RESPONSIBILITIES
Under the overall guidance and supervision of Chairperson and Advisor, the Program Manager will be responsible for following terms of reference:
1. Implement IBCA's program strategy and plan, agreed by IBCA Board and Technical Committee.
2. Develop IBCA policy and position statements on key HIV AND AIDS issues affecting the private sector and work
3. Provide high level advice to employers to develop non-discriminatory workplace policies and to deliver effective, affordable workplace training programs, in line with international best practices.
4. Lead and train the service providers on the set program menu.
5. Promote awareness of HIV AND AIDS as a workplace issue through the IBCA members by effective training program.
6. Coordinate the work place program systematically and effectively.
7. Coordinate the services provided by chapters.
8. Be a mentor for master trainers and guide them on working with companies.
9. Represent IBCA on appropriate government and other committees (related to IBCA programs and products),
10. Lead the Advocacy and Communications implementation plan.
11. Develop a work plan including budget and timeline and implement it.
12. Prepare half yearly reports and present it to the Chairperson for approval.
13. Manage, supervise, mentor and develop Program Unit staff.
14. Any other business as required by the Founder's Board.

PERFORMANCE ASSESSMENT:
The Program Manager will be under the direct supervision of the Chairperson and Advisor.

1. Ability to provide top quality policy advice and services on program delivery at CEO or higher level.
2. In-depth practical knowledge of Human Resources (HR) policy issues.
3. Ability to lead in area of results-based management and reporting.
4. Ability to go beyond established practices and models and to propose new approaches which expand the scope of IBCA effectiveness work in Indonesia
5. Builds strong relationships with IBCA clients and external actors and association with regional and international entities working on same issues.
6. Demonstrate capacity to plan, prioritize and deliver tasks on time to meet goals in a highly pressured environment.
7. Proven skills to work in a team and communicate in a multi-cultural environment
8. Ability to respond flexibly to country needs and generate innovative, practical solutions to challenging situations.
9. Excellent networking, communication, negotiation, analytical and organizational skills.
10. Advanced computer skills in common office programs (Word, Excel Power-Point, etc). Knowledge of Data Base will be an added advantage.
11. Willingness to travel extensively.

QUALIFICATIONS:
1. Advanced degree in Social Science, Public Health, Development Planning.
2. At least five years experience in program development and management on HIV and AIDS.
3. Excellent public speaker and training and facilitation skills.
4. Excellent English and Bahasa Indonesia language skills for writing and oral communication

II. Secretary and HR Staff

Duties and Responsibilities
1. Ensures administration and implementation of IBCA Secretariat workplan and activities focusing on achievement of the following results:
* Implementation of effective internal control.
* Support the coordination of administrative aspects of events and workshops in close coordination with other staff.
* Support staff members in the organization of their duty travel inside and outside the country. Includes purchase of tickets, Subsistence Calculation, Travel Authorization preparation and processing of travel claims.
* Monitors use of office resources such as computer equipment, official vehicles, and allocation of office space.
* Support the organization of events and workshops.
2. Organizes procurement process:
* Preparation of procurement plans for the office and their implementation monitoring.
* Organization of procurement processes including preparation of contracts, Terms of References, request for quotations from suppliers and negotiation of certain conditions of contracts in full compliance with IBCA rules
3. Provides HR/Personnel services focusing on achievement of the following results:
* Implementation of recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, organization of interview panels.
* Preparation of contracts and timely follow-up on attendance records and payroll issues.
4. Acts as focal point for the IBCA Secretariat in maintaining regular coordination with the IBCA Founding Members to ensure timely implementation of the IBCA Secretariat Workplan and activities.
5. Coordination of requests for responses related to administrative matters.
6. Drafting and preparing correspondence as required based on requests from the IBCA Program Manager, Program Officer & Advocacy and Communication Officer.
7. Maintaining a contact data base system for founding members and other business communities, government, international donors, UN Agencies, civil society groups for invitations, correspondence and networking.
8. Any other job as advised by the senior Management

Corporate Competencies:
- Demonstrates commitment to IBCA mission, vision and values
- Displays cultural, gender, religion, race, nationality, age and HIV and AIDS sensitivity and adaptability

Functional Competencies:
- 3 years of progressively responsible administration and human resources experience is required.
- Experience in human resource management would be desirable.
- Fluency in English and Bahasa Indonesia (written and oral)
- Experience in usage of computers and office software packages (MS Word, Excel, Power point).
- Remains calm, in control and good humored under pressure
- Able to operate effectively in a team environment and consistently approaches work with energy and a positive, constructive attitude.
- Demonstrates openness to change and ability to manage complexities
- Education: Diploma or University Degree in Management, Business Administration, or Social Sciences.
