Project Manager (PM), 2 Posts

Since April 2009, Canadian Red Cross (CRC) has worked with the Indonesian Red Cross in the development of a program plan which will address issues of institutional capacity building of Indonesian Red Cross (PMI) chapters and the capacity of PMI chapters to deliver disaster risk reduction as part of an effort to strengthen the resiliency of the community to prepare for, respond to and cope with the effects of future disasters. We are looking for qualified and committed candidates to fill the following position:

Project Manager (PM), 2 Posts
Based in Jakarta

Standard Function Description:
Under the general direction of the Project Coordinator, the Project Manager will support PMI national headquarters and selected Provinces and their respective Districts/Cities as directed under the integrated program framework – Pengurangan Resiko Terpadu Berbasis Masyarakat (PERTAMA) : An Integrated Community Based Disaster Risk Reduction – Climate Change (ICBRR-CC) initiative with special focus on Organizational Development/Intensive Capacity Building, Disaster Management, and Resource Development.

Duties applicable to all staff

1. Actively work towards the achievement of the CRC goals in-country through effective managerial and lateral relations and teamwork.
2. Respect and observe the Code of Conduct and staff regulations.
3. Ensure understanding of roles, responsibilities, lateral relationship and accountabilities.
4. Abide by and work in accordance with the Red Cross/Red Crescent principles and Canadian Red Cross management policies, procedures, processes in the area of operation.
5. Perform any other work related duties and responsibilities that may be assigned by the line manager.

Key Task and Responsibilities:
1. Provide necessary project management support and technical assistance to PMI;
2. Ensures capacity building through continuous and full participation of the PMI target groups in all stages of program development and implementation, including dissemination of information, raising awareness/ knowledge, and practice/ utilization of the integrated program approach, structures, tools, and training curriculum. Incorporates criteria and characteristics of RC/RC well-functioning and well-prepared chapter/ branches.
3. Encourage PMI to enhance links with local institutions to promote resource mobilization and sustainability.
4. Ensure the participation of all relevant PMI counterparts (at the NHQ, chapters, and branches) throughout the program cycle, with emphasis on an integrated approach and the inclusion of cross cutting themes (eg: Creating Safe Environments, Gender, and Climate Change)
5. Promote effective communication and coordination among CRC and PMI National Office, target Chapters and Branches.
6. Coordinate with the RC/RC Movement Partners (PMI, IFRC & PNS) on a broad range of development collaboration initiatives, including sharing – learning knowledge and experiences within and outside the Movement.
7. Monitor the progress of branch development activities in CRC supported branches of the PMI, based on agreed measurable indicators and reporting mechanisms to improve target provincial chapter and district/city branch capacity, self-sustainability and delivery of services to local communities.
8. Represent CRC and contribute to effective functioning of working groups with both internal RC/RC stakeholders and external stakeholders.

Accountability:
1. To ensure efficient and effective management of CRC resources in the project under his/her responsibility.
2. To seek management and policy advice and guidance as required.

Lateral relationships:

To Establish and ensure effective working relationships CRC delegates and national staff; PMI; PNSs; IFRC; ICRC; technical and service departments at CRC National Office level.

Person Specification:

1. In good mental and physical health;
2. Relevant university degree or equivalent qualification;
3. Experience of managing & supporting staff;
4. Experience of planning and managing budgets;
5. Experience of writing narrative and financial reports;
6. Relevant management experience in needs assessment and the planning, implementation and monitoring of project.;
7. Experience of working effectively within a multi-cultural team;
8. Experience in networking and developing relationships with various partners and stakeholders;
9. Previous experience in development program;
10. Bahasa Indonesia (Native) & English fluent (Excellent writing skill);
11. Knowledge and practical use of computer software applications;
12. Coaching/ Training skills. Issue – Based: Creating Safe Environments, Gender, and Climate Change;
13. Competencies: National Society Relations, Results Focus & Accountability, Teamwork, Communications, Professional Mastery, and Leadership.
14. This programme will involve travel within Indonesia and possibly occasional travel abroad.
