THE ORGANISATION: AUSTRALIAN ELECTORAL COMMISSION

The Australian Electoral Commission, or the AEC, is the federal government agency in charge of organising and supervising federal elections and referendums in Australia. The AEC was first established in 1902, as a branch of the Department of Home Affairs. In 1973 it became the Australian Electoral Office, a name it retained until 21 February 1984 when it became the Australian Electoral Commission, a Commonwealth statutory authority.

Under the Australia Indonesia Electoral Support Program, AEC Indonesia's main mission is to provide assistance to and build capacity within the Indonesian Electoral Commission (KPU). The program is funded by Australian Agency for International Development (AusAID) and is expected to run from 2011-2015. One of the AEC Indonesia key programs is assisting the KPU to coordinate and conduct Building Resources in Democracy Governance and Elections (BRIDGE) Module Training sessions across Indonesia.

ABOUT BRIDGE

BRIDGE stands for Building Resources in Democracy, Governance and Elections. It is a modular professional development program with a particular focus on electoral processes. BRIDGE represents a unique initiative where five leading organisations in the democracy and governance field have jointly committed to developing, implementing and maintaining the most comprehensive curriculum and workshop package available, designed to be used as a tool within a broader capacity development framework. The five BRIDGE partners are the Australian Electoral Commission (AEC), International IDEA, International Foundation of Electoral Systems (IFES), United Nations Development Program (UNDP) and the United Nations Electoral Assistance Division (UNEAD).

The Objectives of BRIDGE:

· to promote internationally accepted principles of democracy and good electoral practice
· enhance the skills and confidence of stakeholders in theelectoral process
· increase the awareness of tools and resources available for the building and maintaining of a sustainable electoral culture
· develop a support network for stakeholders in electoral processes and encourage a culture of sharing information and experiences

BRIDGE as a professional development tool primarily affects participants at the individual level. The BRIDGE workshops use an activity-based approach that maximises retention of knowledge and skills learned. In addition, the workshops are designed to promote or reinforce professional confidence, ethics, understanding of principles of best electoral practice, and access to networks of peers.

BRIDGE has the potential to trigger change at an organisational level. It can provide a broader understanding of an organisation, morale, and cohesion within the organisation. Workshops encourage participants to reflect on their better organisation, providing comparative examples and alternative approaches, generating blueprints or support for organisational reform.

The AEC is supporting Komisi Pemilihan Umum (KPU) to roll out the UN-award-winning BRIDGE electoral management training program in all 33 provinces in Indonesia between 2011 and 2013. This training will increase understanding of the principles of elections management among KPU officials, as well as increase their technical knowledge of elections management processes.

THE POSITION: PROGRAM COORDINATOR – BRIDGE

The Roles and Responsibilities

· The Program Coordinator's prime responsibility is to ensure that the program produces the results specified in the project document, to the required standard of quality and within the specified constraints. To achieve this, the Program Coordinator will work closely with the KPU and AEC/ BRIDGE Headquarter and all related stakeholders to ensure quality of all substantive and strategic aspects of the program
· The Program Coordinator performs independently under broad direction of AEC Indonesia Country Director with the expectations that individuals, independently or as part of a team, will contribute to the attainment of AEC Indonesia goals and objectives
· Responsible for day-to-day management and decision-making for the program, leads the BRIDGE Team and manages the BRIDGE activities and coordination with the KPU
· Leads the process of developing work and budget plans
· Build and maintain close cooperative relationship with relevant stakeholders and partners, particularly the KPU at all levels
· Achieves operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing activities in an accountable and manner; resolving problems; timely reporting and preparation; maintaining communication with all stakeholders
· Meets financial objectives by forecasting requirements; preparing activity budgets; scheduling expenditures; analysing variances; initiating corrective actions; financial reporting

The Selection Criteria

Essential Criteria:

· Possessing sound knowledge of elections and democracy in Indonesia
· Demonstrated skills in Developing Budgets, Coaching, Supervision, Staffing, Project Management, Management Proficiency, Process Improvement, Tracking Budget Expenses, Self-Development, Planning, Performance Management
· Good networking skills and able to maintain good terms with the KPU and other stakeholders ranging from national and local government officials, donors, non-government organizations, civil society organizations
· Understanding and applying of fundamental concepts and principles of a professional discipline or technical specialty relating to the position, communicates effectively, manages conflict, promoting organizational learning and knowledge sharing
· Demonstrated ability to work well within a team environment
· Experienced as facilitators, facilitating discussions and meetings with various stakeholders
· Excellent written and oral communication skills in English and Bahasa Indonesia, including the ability to clearly and concisely communicate complex concepts to a general audience
· Good understanding of monitoring and evaluation systems in development programs
· Previous experience with development and strategic/policy issues in Indonesia

Desirable Criteria:

· A postgraduate degree in a relevant field
· Experience in managing and organizing workshops design for professional adult learning
· Ability to travel extensively across Indonesia, including to remote areas
· Experience working in an international development context or a research organization
· Experience working as facilitators, facilitating discussions and meetings with various stakeholders
· Experience with BRIDGE modules, preferably as a facilitator
