Scope of Work

CONSULTANT
Maluku ‘Kedai Balita-ku’ Product Development
October 2011

Background/Project Description

Mercy Corps is an international relief and development agency that exists to alleviate suffering, poverty and oppression by helping people build secure, productive and just communities (please visit http://www.mercycorps.org/whowearefor more information). Since 1999, Mercy Corps has been working in Indonesia to improve the communities’ well-being and resilience through partnerships with local government and private sector in the areas of health and nutrition, water and sanitation, economic development, disaster risk reduction and preparedness, and emergency relief.

With support from European Union, Mercy Corps is implementing MATASIRI Program from 2011 – 2013 in Ambon City, Central Maluku District and East Seram District (Maluku). The program aims to empower ex-IDPs in Maluku to integrate into
secure,productive, and just communities, supporting sustainable peace and development in Maluku. This goal will be contributed by 4 (four) intermediate results, i.e.:
1. 5000 HH in post-conflict areas benefit from economic projects which raise income and economic interaction (Approxiamately 50% of beneficiaries are woman).
2. Improved access to and local management of water and sanitation in 15 rural and urban ex-IDP communities, serving 3000 households.
3. Improved access to and community support for maternal and neo-natal care in 15 rural and urban ex-IDP communities, serving 5000 households.
4. IDPs and ex-IDPs in Maluku enjoy a greater degree of social integration and are able to access government services, including participation in mainstream development programmes.

One of strategies to achieve the 3rd intermediate results is to adapt Mercy Corps’ successful ‘Kedai Balita-ku’ model in Ambon City – Maluku (http://www.mercycorps.org/muhammadrizal/blog/20876)

The adaptation of ‘Kedai Balita-ku’ model in Ambon - Maluku will be accomplished in 4 (four) phases as follow:
Phase-1: Ethnographyc study
Phase-2: Product and marketing strategy development
Phase-3: Pilot implementation and evaluation
Phase-4: Replication

Task/Job
Description The Consultant will support Mercy Corps Maluku in the Phase-1 and Phase-2 of ‘Kedai Balita-ku’ model adaptation, particularly in the Real demand survey, willingness to pay and Product Development, through the following assignments:

1. Design and lead the implementation of formative research (including an ethnography study) to
o Gather comprehensive knowledge on current patterns/behaviors related to child feeding, street food selling and consumption in the target communities
o Understand the core values among child caregivers in the target communities that can be leveraged in strategies to promote / raise demands for the food products
o Identify training needs regarding food preparation and selling
o Identify willingness to pay and local real demand of food of targeted community

2. Develop convenient, marketable, and healthy meals and snacks that appropriate for children age 6 – 59 months. This task includes food-testing in the community.
3. Develop training curricula and modules on proper food preparation and handling for the street food vendors and cooks

Deliverables

1. Report on implementation and results of the formative research
2. Report on minimum 10 (ten) tested variants of convenient, marketable, and healthy meals and snacks that appropriate for children age 6 – 59 months; includes detailed ingredients, nutritional contents, cost and preparation protocols.
3. Training curricula and modules on proper food preparation and handling for street food vendors and cooks

Duration of Work

Maximum 50 (fifty) actual work-days, within 2 (two) months from starting date in the contract, which distributed in the following steps:
o Finalization of formative research design and preparation of formative research: 10 days
o Implementation of formative research: 5 days
o Analysis and presentation of results from the formative research: 10 days
o Meals and snacks development and testing: 15 days Training modules development: 10 days (including presentation and revision)

Qualification Summary

The successful applicants would have:
1. Advanced knowledge in child nutrition subject
2. Extensive experience in community-nutrition and/or community-training programs
3. Proven experience in implementation of behavior assessments and ethnography study, particularly related to nutrition / feeding practices.
4. Proven competency to conduct food nutritional analysis
5. Proven experience in conducting food real demand and willingness to pay research
6. Proven experience in developing local context marketable food menu
7. Excellent writing and presentation skills
