KFCP Fire Management Unit Manager

Indonesia Australia Forest Carbon Partnership (IAFCP) Facility is funded by Australian Aid - managed by IDSS Pty. Ltd. and Euroconsult Mott MacDonald on behalf of AusAID. IAFCP Facility seeks qualified Indonesian nationals forKFCP Fire Management UnitManagerbased in Kapuas, Central Kalimantan.

Background
The Kalimantan Forest and Climate Partnership (KFCP) is a key activity under the Indonesia Australia Forest Carbon Partnership (IAFCP). The goal of KFCP is to demonstrate a credible, equitable, and effective approach to reducing greenhouse gas emissions from deforestation and forest degradation that can inform a post-2012 global climate change agreement and enable Indonesia’s meaningful participation in future international carbon markets. KFCP has four components that correspond to the key aspects of REDD+:
· reducing greenhouse gas emissions through incentives to local people and technical means;
· developing methods and capacity to measure and monitor greenhouse gas emissions;
· developing and testing equitable and practicable payment mechanisms to channel financial payments to those people and organisations that contribute to achieving emissions reductions; and
· building institutional and technical readiness on the part of local government and villages to implement REDD on a sustainable basis.

Scope of the position responsibilities
The Fire Management Unit Manager (FMUM) is responsible for strategic planning of all KFCP field prevention and management activities that lead to improvement of fire management by communities, and reduced incidences of fire. The FMUM will work across all KFCP field teams and with Advisers within the IAFCP Partnership Office as well as with technical and scientific input from the Fire Management Panel. Supervising the Fire unit team, the FMUM will ensure that all activities are well panned and managed, are implemented on time, and contribute to the achievement of the objectives of the program. The FMUM will monitor activity implementation progress against agreed work plans including for timeliness, quality, and risk. In particular, the Fire Management Unit Manager will identify and manage constraints to field activity implementation to ensure that all activities are implemented on time and in an effective manner. The Fire Management Unit Manager
will model, demonstrate and champion transparent and accountable governance and management in all aspects of the program.

Reporting
This is a full time position reporting to the KFCP Peatland Rehabilitation Manager. This position is based in Kapuas and will require frequent travel to project areas given that there is heavy emphasis on this position in supporting village and District counterparts to design, implement, maintain, monitor and assess fire control and prevention strategies on the ground.

Tasks and duties
· Work with the IAFCP Advisers and Expert Fire Panel to design, plan and manage the implementation of fire prevention and fire management activities to improve the capacity of local communities and institutions to better manage and prevent fires in the KFCP area. Ensure that all other KFCP teams understand and integrate better fire management into their activities, especially through KFCP Village Agreements and Work Packages.
· Provide input for the Fire Management Strategy together with the Expert Fire Management Panel. Coordinate planning, consultation and any associated activities related to the implementation of the Fire Management Strategy, as required.
· Work closely with the KFCP Peatland Rehabilitation Manager and other Managers to plan and implement fire management and prevention activities in an integrated and coordinated manner, facilitating team members to undertake initiatives to mitigate challenges, identifying any risks to meeting deadlines. Meet agreed work plan deadlines.
· Coordinate, manage and provide capacity building for the KFCP Fire Management team in implementing the fire management activities with a level of supervision effort required to ensure the work is undertaken according to the approved work plan and is of high quality.
· Maintain effective working relationships with counterpart organizations, including representatives of village, District and Provincial government, indigenous groups, civil society organizations, private sector service providers, and consultants.
· Together with the Monitoring, Evaluations and Communications Officer, ensure that fire management and preventionactivities are accurately and systematically recorded and that knowledge management and capture is effective. Ensure the timely capturing and storage of all spatial and digital data associated on fire management activities to the KFCP GIS and database manager. Support team members to improve activity design and implementation processes based on monitoring, evaluation and research findings and lessons.
· Work with the Gender and Social Safeguards Specialist to ensure that all aspects of activity implementation meet best practice in for inclusiveness, full and effective participation, Do No harm, and other safeguards relevant to REDD+.
· Fulfil activity progress monitoring responsibilities (such as weekly reports) to ensure that routine activity monitoring is of a high quality and produces the necessary data to meet IAFCP reporting requirements.
· Contribute to and ensure that your team contributes effectively to the development and dissemination of high quality and relevant communications and socialisation priorities.
· Model, demonstrate and champion transparent and accountable governance and management in all aspects of the program. Uphold and ensure all team members and counterparts adhere to IAFCP guidelines for program Operations, Procurement, Safety & Security, Fraud, etc.
· Work effectively with the KFCP Operations Manager who has financial and operational authorisation to provide budget forecasts, obtain approval activities, and ensure the timely and accurate acquittal of all field activity budgets, including those advanced to external stakeholders.

Required qualifications and experience
The Fire Monitoring Unit Manager should hold an advanced degree in natural resource management or related fields. The individual should have at least a minimum of 10 years’ experience in related work, including fire management or research as well as field experience and experience in managing large scale field based monitoring and research activities. The Fire Management Unit Manager will need to demonstrate an ability to work effectively in conjunction with multiple partners, including community leaders, representatives from indigenous groups, non-governmental organisations and relevant government stakeholders. The candidate will possess a blend of managerial, communications and facilitation skills, including excellent communication skills, both spoken and written. Prior experience in Central Kalimantan or a similar environment is an advantage, and a thoroughly professional approach to his or her work is essential. The Fire Management Unit
Manager must be able to model and champion transparent and accountable management in all aspects of activity management.

Selection Criteria
· Formal Master Degree qualifications or similar experience in peat swamp fire management or an associated field;
· Demonstrated track record in plan and manage the implementation of capacity building activities at the village, District and Provincial level and an ability to assess institutional needs and work with partners to provide appropriate training and support activities;
· Able to work collaboratively and demonstrated ability liaise with KFCP team members;
· Extensive experience with forestry sector and area management;
· Able to work collaboratively and demonstrated ability liaise with NGOs and GOI staff in Central Kalimantan and to be able to demonstrate the importance of fire management for REDD development in Indonesia;
· A strong ability to coordinate work plans and meet deadlines as part of a multi-disciplinary team, working in a coordinated and cohesive manner to achieve program objectives.
· A demonstrated ability to identify, track and manage risks to program implementation, including a proven ability to pull a wide range of internal and external stakeholders together to resolve issues to smooth program implementation.
· Proven ability to establish and maintain highly effective working relationships with multiple partners (including local governments and non-governmental organisations) that are based on honesty and integrity and foster, demonstrate, and uphold good governance.
· A proven ability to manage innovative activities where systematically capturing lessons is essential to the outcomes of the program, and a proven ability to use lessons to inform program design and as an input to high quality reporting and communications materials.
· A proven record in establishing and maintaining effective knowledge capture and data collection / record keeping systems that enable KFCP to generate and share relevant lessons for REDD+ and for effective program management.
· An ability to uphold and ensure all teams and partners adhere to guidelines for program operations, procurement, Safety & Security, Fraud, etc.
· Excellent oral and written communication skills, and a working knowledge of local (Dayak) language/s would be a distinct advantage.
