Monitoring and Evaluation / Research Project Officer - the Asia Foundation

The Asia Foundation is seeking a Project Officer to handle Monitoring and Evaluation and Research for a multi-year environmental governance program in Indonesia that will address the following issues:

· improved decentralized spatial planning
· advocacy for needed regulatory reform (regional and national)
· establishment of oversight mechanisms for land use at local level
· policy research on land use change and forestry
· using the Freedom of Information act to get public access to land-use decisions
· investigation and prosecution of illegal land use

The program will issue subgrants to CSOs at national, provincial and district level to carry out program activities. The program contains a research component which will involve supporting NGOs or research institutes to conduct research on the political economy of environmental governance at the local level, as well as policy studies on land use and forestry. The M&E/R Project Officer will be responsible for carrying out ongoing M&E tasks throughout the program, and for managing the program’s research activities.

Duties will include:

1. Leading the finalization of the logframe and M&E plan;
2. Designing and implementing the M&E system for each subgrant to national and local partners;
3. Compiling regular reports;
4. Formulating recommendations for improvements to program implementation based on M&E findings, both within the Foundation and with program partners at the national and local levels;
5. Developing the research implementation plan for the program, with a capacity building component;
6. Leading the selection of research topics and design of studies;
7. Providing technical support for partners and consultants implementing the studies, during research design, analytical and writing phrases;
8. Conducting ongoing quality control on analysis and research reports;
9. Managing the publishing and dissemination of research results;
10. Formulating recommendations for changes to program implementation based on research findings, both within the Foundation and with program partners at the national and local levels.

Desired Qualifications:

- Minimum five years experience in M&E on large development projects
- Knowledge of environmental governance issues in Indonesia
- Fluency in both English and Indonesian
- Highly developed quantitative and qualitative research skills, with experience in political economy approaches
- Highly developed research writing skills
- Experience working with Indonesian NGOs at province/district level
- Experience providing capacity support on research skills to NGOs or research institutions
- Experience in Kalimantan and/or Papua
- Willingness to travel to remote regions
