HUMAN RESOURCES MANAGER

SurfAid International is a nonprofit organization dedicated to the alleviation of human suffering through community-based health programs. We perform our work in isolated regions connected to us through surfing and are professional, highly energized, innovative and youthful in our outlook. Our main program areas are Community Based Health, Emergency Preparation, Environmental Health (Water and Sanitation) and Malaria prevention.

We are now seeking for Human Resources Managerto be based in Medan, North Sumatera. The HR Manager will report and provide information directly to the Country Director.

Job Purpose

To provide human resource management, build the capacity of the management team and establish robust HR policies and practices to ensure legal compliance and maximise staff retention.

Key Accountabilities

· Advise on programme HR strategy, policy and procedure at a national and global level.
· Lead on ensuring that the HR aspects of the programme implementation are delivered according to best practice HR standards and to comply with local legal procedures and the organization’s HR policies.
· Ensure all programme staff have a current contract of employment and comply with all HR policies and practice, local labour law and the organization’s country and global policies.
· Thoroughly review terms and conditions of employment and policies in line with the HR Best Practice Standards and local labour law, in order to create a HR manual.
· Lead in supporting the HR team to develop effective HR systems and processes for the recording of employee data i.e. holidays, sickness records and other relevant documentation.
· Plan for programme human resource needs and ensure that best practice of recruitment and selection policy and practice is implemented across all offices. Determine the best policy for delegation of recruitment processes to field offices.
· Develop effective induction plans and processes, ensuring that staff are aware of the policies and practices relating to their employment. Establish evaluation procedure for monitoring the effectiveness of the induction process and feedback to line managers.
· Build and develop the capacity of the management team through effective coaching, performance management frameworks and human resource development plans.
· Ensure debriefing is undertaken with all staff leaving programme and any issues affecting staff retention are addressed.
· Ensure the provision of good quality, appropriate and clearly communicated advice to line managers on all aspects of HR.
· Lead on the review of the performance management system to ensure the emergency programme has a basis to carry out an effective and efficient performance management.
· Understand best practice in managing change and support senior management team in the delivery of change.
· Develops career ladder for each staff member the organization wishes to actively retain.
· Ensure high level of confidentiality regarding personnel data and ensure that all employee information is kept up to date, is complete and held in a secure place.
· Lead, manage and motivate the national HR team, ensuring that they have clear objectives and receive meaningful feedback on their performance.

Qualification Required:

· Qualification in Human Resource management or equivalent.
· Strong management skills including analytical skills, judgement and decision-making.
· Highly developed communication skills both written and verbal in order to establish effective relationships with a wide variety of internal and external audiences, including at a geographical distance.
· Resourcefulness and creativity in order to develop the role of HR within the programme and ensure the most effective support to line management.
· Experience in capacity building and setting frameworks for staff development.
· Experience in advising senior management through a restructure.
· Good understanding of the issues that affect employee relations.
· Ability to work collaboratively with HR and management colleagues at a global, regional and national level, including developed negotiating skills.
· The ability to speak and write English to an effective working standard.
· Proven ability to work in a multi-cultural environment and respect local religions and culture.
· Knowledge of employment law in Indonesia
