INVITATION FOR EXPRESSIONS OF INTEREST (EOI) SUPPORT TO COORDINATION UNIT MECHANISM OF DEVELOPMENT STAKEHOLDERS

(DUKUNGAN TERHADAP MEKANISME UNIT PENGELOLA KOORDINASI MITRA PEMBANGUNAN/UPK)

The Australia Indonesia Partnership for Decentralisation (AIPD) is a five-year program providing technical assistance and capacity building support to local governments and civil society to better manage public resources, leading to improved service delivery and reduced poverty. AIPD is seeking an institution interested in implementing `Support to Coordination Unit Mechanism of Development Stakeholders or Dukungan terhadap Mekanisme Unit Pengelola Koordinasi Pembangunan/UPK'. The UPK is a Government mechanism unit that aiming at strengthening partnership, coordination, collaboration, synchronisation, and communications between Governments and Non-Government stakeholders.. The activity is designed to be implemented in five provinces (NTB, NTT, Papua, Papua Barat and East Java) and selected Districts within those provinces.

The selected institution is expected to be responsible for managing both technical and administrative work. In each province/district, the institution is expected to deliver the following outputs: (1) the establishment and/or strengthening of UPK at AIPD targeted areas. (2) improved capacity of government in managing coordination, collaboration, partnership, synchronisation and communication with non-government stakeholders. (3) integrated data base system of development stakeholders established (4) Data and policy sharing mechanism and coordination network established. (5) Agreed mechanism & application of common result framework of development stakeholders. (6) related for a and coordination meetings are supported. (7) Best practices on decentralisation issues are identified and published.

Criteria
Institutions with the following criteria and qualifications are eligible to apply:
• Extensive experience in provision of technical assistance and capacity building to local government at provincial and district level, a minimum of 5 years.
• Excellent network and proven engagement skills with National, Provincial and District government as well as with Non-Government Organizations where AIPD is working.
• Proven and solid experience in coordinating multi stakeholder program/activities, a minimum of 5 years.
• Proven and solid experience in managing communications and knowledge management program, a minimum of 5 years.
• Experience in collaborating or managing related donor and/or international organization funds
• Proposed team members (specified personnel) must have an intensive and hands-on relevant experience, for example: (1) communication/knowledge management specialist, 2) good governance specialist, 3) M&E specialist and 4) database management specialist.
Selection Process
There will be three step selection processes:
1. Submission of Expressions of Interest: Interested institutions are invited to submit an Expression of Interest (EOI) based on the requirements.
2. Shortlisting candidates and submission of fully costed proposals: Up to three candidate institutions will be shortlisted and invited to submit fully costed proposals to undertake the activity.
3. Technical Panel Presentation – the shortlisted candidates will then be invited to make presentation. The technical panel will recommend a candidate to AIPD.
