SENIOR DEVELOPMENT AND COMMUNICATION MANAGER

The International Federation-Indonesia Delegation is looking for candidate to be based in Jakarta, Indonesia for the post of :
SENIOR DEVELOPMENT AND COMMUNICATION MANAGER
(12 Months Fixed Term contract)

Key tasks and responsibilities:

Development and Coordination:
* Provide a substantial contribution to the strategic and operational management of the Delegation’s OD-CB work with PMI
* Represent the Delegation in dealings with PMI at a senior level including the coordination of movement partners working with PMI. Represent the Delegation in national and international networking and coordination forums
* Lead the provision of technical and financial support to PMI in the area of effective application of information technology (including but not restricted to website, databases, MIS, effective internal and external electronic communication and information sharing) using the digital divide initiative where appropriate
* Lead the organisational development and capacity building support to PMI for youth and volunteer development
* Lead OD-CB work with PMI training unit with a focus on improved resource allocation in this area based on strengthened needs and cost-effectiveness analysis. This will include a planned study on the real costs of training in PMI at all levels and comparison with the benefits this investment in training really generates. An additional area of focus will be improved use of PMI training units and centres for income generation
* Contribute to other elements of the Delegation’s OD-CB work, including but not restricted to, support for development of effective organisation wide planning, reporting and M & E systems in PMI, and the newly developed programme to improve the capacity of 33 chapters and 120 branches nationwide
* Contribute to the quality assurance and evidence base work of the Delegation. This will include taking the lead on the planning and implementation of one or more of the planned pieces of work for 2012 (a cost-benefit analysis of PMI volunteers, positive and negative factors in strengthening capacity of PMI branches and sub branches, ways in which the barrier to programme delivery the high level of routine costs for PMI branches and sub branches represents could be alleviated, PMI sub branches: the reality).

Communication:
* Lead the Delegation’s Principles and Values function
* Lead the Delegation’s communications function and its capacity building work with PMI Communication Division in this area and resource mobilisation, it covers:
Ø Develop, implement, monitor and evaluate a communications strategy for the Delegation and programs as required, including creating the tools required, media releases, conferences, speeches, article writing, editing and special events.
Ø Design and produce visually stimulating materials for effective message communication in print. It includes provide expertise, leadership and coordinate support for planning, executing publications, web sites and other communications projects in the Federation.
Ø Ensure that activities follow ethical and accepted communication practices and that the Delegation standards are met on all projects
Ø Keep current with technology, innovative marketing techniques, communicational trends and political operating environment through extensive reading, membership and involvement with peers in the humanitarian and communication sectors
Ø Consult with Program Coordinator and or Technical Manager to develop communication strategies for issues management, staff communication and external communication to stakeholders. It includes establishing and maintaining business and media contacts and relationships
Ø Direct Delegation staff in the creation of strategies for promotional purposes
Ø Serve as a conduit for communication between staff, delegates, anagement, community, PMI and PNS with concerns or ideas. It includes taking initiative and organizing media training opportunities for Delegation staff if necessary.
Ø Responsible for administration of annual capital and operating budgets
Ø Travel required to operations areas as needed


Qualification & Experience
* University degree in a relevant fields
* Good mental and physical health
* More than 5 (five) years experience in Red Cross and Red Crescent
* 3 to 7 years related experience and /or training in OD-CB work with Indonesian Organisations and in Organization Communications function
· Extensive
understanding of and high level of respect from PMI
· Organizational
development, capacity building skills and knowledge
· Good
communication skills and knowledge including effective use of electronic media and IT
· Excellent representation skills
· A strategic thinker with sound technical skills, analytical ability, good judgment and strong operational focus
· An intelligent and articulate individual who can relate to people at all levels of an organization and possess excellent communication skills
· Ability to apply the principle of logical or scientific thinking to a wide range of intellectual and practical problems
· A good educator who is trustworthy and willing to share information and serve as a mentor and motivate colleagues is preferred
