SENIOR PROCUREMENT SPECIALISTS (Indonesian nationals only)

Cardno Emerging Markets USA, Ltd. (Cardno) invites applications for positions as Senior Procurement Specialist on an upcoming international donor funded project in Indonesia. The expected duration of the project is for a period of five years. Duties and Responsibilities: The Senior Procurement Specialist will manage, execute and coordinate tasks related to the procurement of goods, works and services for the implementation of the Project, and assure that all procurement activities are performed in a fully professional, transparent and ethical manner, and in line with procurement regulations. The Specialist will be responsible to protect the procurement activity from fraud, waste and abuse. The Specialist will assist in preparation and implementation of procurement processes, procurement operations manual, bid challenge system and contract administration system. The Specialist will manage the entire procurement process and execute day-to-day procurement functions including analyze market conditions, verify technical specifications, prepare and launch tender documents, facilitate evaluation panels, prepare evaluation reports and contracts, facilitate contract negotiations and provide contract management services. Qualifications and Experience Required:

· Minimum 10 years of experience working as a senior procurement professional

· Bachelor or master’s degree in public administration, business, law, economics or related field

· Professional procurement qualifications or specialized training

· Extensive knowledge and understanding of best practices in procurement procedures and contract management

· Proven experience with procurement guidelines and procedures of international development institutions

· Excellent communication and interpersonal skills and experience in working with high level government officials and business executives

· Fluent in Bahasa and English – reading, writing and speaking

Advanced proficiency in Microsoft Office – Outlook, Excel, Word, Project and PowerPoint
