AusAID Deputy Program Director for AIPD Rural


Background of the Position

Australia supports the Indonesian Government to reduce poverty through increased economic growth in rural areas, in particular through supporting the development of competitive agricultural economic and market structures. This is achieved through a market-lead approach to agricultural systems development, which also touches issues of sector policy, trade regulations, financial
services, and effective private and public extension services.
The Australia Indonesia Partnership for Decentralisation - Rural Economic Development (AIPD-
Rural) works with market actors, rural communities and local governments to achieve increased
incomes and better food security for Indonesian farmers. AIPD-Rural will be delivered as an additional component of the Australia Indonesia Partnership for Decentralisation (AIPD) which
supports Indonesia’s decentralisation reform agenda and contributes to improved delivery of essential health, education and infrastructure services by provincial and local governments.

The AIPD-Rural program will contribute to effective farmer practices, market access and business enabling environments. These will include partnering with public and private sector to improve the dissemination of information to farmers on the latest farming practices, facilitate greater access to microfinance, strengthen organisations representing poor farmers, reduce red tape and formulate pro-business infrastructure plans in East Java, NTT, NTB, West Papua and Papua.

AIPD-Rural is a component of the Australia Indonesia Partnership for Decentralisation (AIPD), which focuses on improving sub-national government service delivery. This integrated program will strengthen Australian aid program coherence and assist to achieve better development outcomes. The combination of the two programs will provide for management efficiencies and opportunities to
leverage and create synergies in the two program approaches. For example, while AIPD-Rural will
work to increase farm gate prices through introduction of better post harvest technology, other
AIPD activities will assist the district government to prioritise road improvements for better access to markets.

Within the AIPD management structure, the Deputy Program Director for AIPD-Rural (the DPD-
Rural) provides strategic direction and day to day leadership for the program and ensures that the
AIPD-Rural program approach and principles are reflected in all interventions. The DPD-Rural,
along with two other DPDs focused on governance issues, reports to the AIPD Program Director
who has overall responsibility for AIPD performance, ensuring effective integration of AIPD Rural
with AIPD Governance and identifying and promoting synergies with AusAID and other donor programs, especially at the sub-national level.

The AIPD Management team are field representatives of AusAID. While this position is reporting to
the AIPD Program Director, it has the autonomy and authority to manage the AIPD-Rural program.

Scope of Work

The DPD-Rural is responsible for defining and the maintaining the strategic direction of AIPD-Rural
as well as overall responsibility for AIPD-Rural delivery performance towards achievement of
intended outcomes. The DPD-Rural will also contribute to coherence of AIPD-Rural program
direction with the AIPD program and AusAID’s rural development strategy, as well as with the GOI
rural economic development objectives.

This position is crucial to the success of the Program. Therefore the performance of this position
will be subject to a formal review by AusAID (comprised of the Director of Decentralisation and
Poverty Reduction Section, and AusAID’s Rural Development Advisor). The performance review
will take into consideration input from Program Director AIPD, Managing Contractor representatives for AIPD and AIPD-Rural, and GOI counterparts. If AusAID believes that the
performance of this position has not been satisfactory, has not maintained the strategic focus of
the Program, or in any way is likely to adversely impact on the Program outcomes, AusAID will
replace the Deputy Program Director by the start of year 2 of the Program.

Reporting Line

AIPD Program Director, who has overall responsibility for AIPD performance, for ensuring
effective integration of AIPD Rural with AIPD Governance, and for identifying and promoting synergies with AusAID and other donor programs, especially at the sub-national level.

Location

Management Support Team (MST) Office, Surabaya, East Java, or as otherwise negotiated

The Terms of Employment

This position is a non ongoing vacancy for an initial period of 2 years with the possibility of an
extension subject to organization need and regular performance assessment.

Key Responsibilities /Tasks

1. Strategic leadership of AIPD-Rural with particular attention to ensuring that the Program
approach and principles are reflected in the design and implementation of all interventions and ensure that synergies with AIPD-Governance is maintained and leveraged to achieve best
program results. Strategic leadership includes specifically:

a. Responsible for the overall delivery of AIPD-Rural including quality outputs contributing to
the achievements of outcomes and objectives;
b. Review and advise on provincial and district strategies and assure coherence with AIPD-Rural overall strategy;
c. Review and advise on intervention portfolio including the selection of commodities and
assure coherence with AIPD-Rural general working principles;
d. Advise on capacity building approach towards partners;
e. Advise on monitoring and evaluation concept and framework;
f. Advise on internal staff capacity building approach; and
g. Responsible to ensure continuous dialogue with AIPD activities & ensure cooperation of
activities whenever appropriate.

2. Quality assurance in terms of planning, budgeting, implementation, monitoring, evaluation and reporting of the Program as a whole and its interventions; Including:

a. Quality control of risk management, quality assurance and adherence to AIP Country
Strategy’s themes of partnerships, anti-corruption, gender equality and performance orientation;
b. Contract & financial management of Managing Contractor including conducting the annual Contractor Performance Assessment (CPA);
c. Lead AusAID’s periodic performance and quality process, such as Quality at Implementation (QAI), Performance Assessment Framework (PAF), Sector Performance Report (SPR) & Annual Program Performance Report (APPR);
d. In cooperation with AIPD DPDs, drive effective information sharing between AIPD and AIPD-Rural to build aid program coherence and contribute to the development of an AusAID Common Result Framework for all AusAID activities working in the 5 provinces;
e. Quality assurance of AIPD-Rural operations including financial management, accounting,
and procurement. Ensure that auditing functions are carried out, in accordance with GoA requirements and Program procedures.

3. Advise on relationship management with Program stakeholders including the National
Advisory Panel, GoI and GoA agencies, AusAID, the Independent Review Team and the Managing Contractor and ensure that the Program is based on relationships of trust and that it contributes to the bilateral partnership;

a. Provide advice in the preparation of briefing and recommendations for the Advisory Panel and PCC and Integration of directions from PCC.
b. Managing relationships with sub-national governments & other stakeholders (Private
sector, NGO, & other stakeholders)
c. Assist AusAID Jakarta in managing relationships with GOI agencies in Jakarta (Bappenas, MoHA, MoTrade, MoAgric, KADIN) as well as relationship with AusAID
Canberra, Whole of Government partners, and other donors.
d. Promote synergies and coherence between AusAID investments and with other done
investments in AIPD-Rural locations, in close partnership with provincial and district government authorities.
e. Identify links between sub-national development issues/activities and national level
policy reform agendas, and provide input and feedback to inform other AusAID and/or other donor program in this regard.

4. The AIPD-Rural Deputy Program Director, as part of the AIPD Management Team based in
Surabaya, will act as an AusAID representative in regard to food security and rural
economic development issues.

The Selection Criteria of the Position

Essential Criteria:
1. Proven experience in providing strategic direction to, and management of, large, complex,
decentralised programs;
2. Applied expertise and proven results in utilising market development approaches to
improve agricultural systems used by poor or near-poor farmers;
3. Experience in agriculture sector and/or business enabling environments;
4. Experience of building and leading high performing teams in a in cross-cultural context;
5. Understanding of social inclusivity and gender equality and the implications for Program
implementation;
6. Excellent verbal and written English communication skills;

Highly Desirable Criteria:
1. Fluency in speaking and reading in Bahasa Indonesia;
2. Familiarity with international donor systems and requirements.
