Consultancy Opportunity with Oxfam: Final Evaluation Raising Her Voice Project

We are looking for organization or individual with a strong record in conducting evaluations with experience of advocacy work. Credibility and respect within the field is important. Excellent knowledge of monitoring and evaluation in theory and practices and good understanding of policy work are essential. You should have experience of producing high-quality and credible evaluation. Experience and familiar with participatory methodologies for evaluation. Demonstrate political sensitivity. You should be familiar with Aceh and Papua context, policy advocacy, gender and governance work. You should be experience in managing evaluation teams, and working with or assessing coalition. Excellent in speaking and writing English and Bahasa.

RAISING HER VOICE FINAL EVALUATION TERM OF REFERENCE

Brief Description of RHV Project

DFID funded Raising Her Voice (RHV) project is a global programme implemented by Oxfam in 17 countries around the world including Indonesia to promote the rights and capacity of poor women to engage effectively in governance, particularly in community level decision making structures/mechanism through increased voice and influence and more effective institutional accountability.

Oxfam GB Indonesia has implemented the DFID- supported project entitled ?Raising Her Voice : Promoting Poor Women?s Participation in Governance in Indonesia ? ?through seven NGO partners and 2 production house to do documentary film in Aceh and Papua. The three ? year project (since September 2008 ? December 2011) covers Aceh Utara and Paniai (Papua). Since the project has completed through the total project period a Final Evaluation has been planned for End of January ? March 2012, hence this TOR.

The overall objective of the Indonesia project is establishing functional women?s network that can advocate for women?s rights and issues. Put pro-women and pro-poor participatory planning process in place. Ensure recognition for community women?s organization among local leadership. Establish mechanism for monitoring gender dimensions of government programme. Strengthen the role of the media in reaching out to women and covering women?s issues.

Objectives
1. The overall aims of this evaluation are to critically assess the impact of RHV projects in Papua and Aceh and to record and share learning from both projects about the quality and effectiveness of RHV approaches, project design, management and delivery
2. Make suggestion to improve future program design for possible replication of RHV in other provinces.
3. Verify that donor funds were used effectively and efficiently to deliver results;
4. As part of the global RHV Final Evaluation, to enable Oxfam to evaluate the contribution of RHV Indonesia to the global programme objective to increase the participation of poor and marginalised women in public policy, budget-setting and decision-making

Scope of Work
This final evaluation will access two districts where the project has been located i.e. Paniai district in Papua and Aceh Utara District in Aceh. This evaluation will involve all stakeholders that we have been working alongside throughout the RHV project i.e partners, coalition members, government stakeholders, media, and women in the community. Those stakeholders will also as much as possible be included in the finding analysis and recommendations.

Evaluation Findings
The final evaluation seeks to establish a final statement of what has been achieved by and what can be learnt from each of the two projects. Review criteria must include the following sections informed by the different evaluation focus in Aceh and Papua, including
1. Relevance; Analysis of the project?s relevance with respect to increasing voice, accountability and responsiveness within the local context for example
2. Impact; A critical assessment of the economic, socio-cultural, and political consequences of the project in Aceh and Papua and how they contributed to the overall objectives of Raising Her Voice programme
3. Efficiency: How far did funding, personnel, regulatory, administrative, time, other resources and procedures contributed to or hindered the achievement of result
4. Effectiveness; Assessment of how far the intended outputs and results in Aceh and Papua were achieved in relation to targets set in the original logical framework.
5. Sustainability; Potential for the continuation of the impact achieved and of the delivery mechanisms in Aceh and Papua following the withdrawal of DFID support
6. Value for money; Has value for money been achieved in the implementation of project activities
7. Equity; Analysis of social differentiation in project design and implementation and the extent to which the project had a positive impact on disadvantaged groups

Schedule
Final Evaluation will be conducted on 2nd week of February ? 4th week of March 2012.
Report The final report of the consultancy service will be written in Indonesian and English language.
