Job Announcement : Junior Expert - TVET

The Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ)GmbH is a German international cooperation enterprise for sustainable development with worldwide operations. SED-TVET is a joint effort of German Development Cooperation and Ministry of Education and Culture, Ministry of Manpower & Transmigration, BAPPENAS and Ministry of Industry. It aims at improving the employability of manpower in selected regions of Indonesia. The GIZ module of SED-TVET consists of four components related to the improvement of the regulatory framework (Component 1), the improvement of local labour market information (Component 2), improvement of formal & informal training offers in selected TVET institutions (Component 3), and institutionally strengthening the assessment and certification system in Indonesia (Component 4). There is also a component in Aceh to consolidate TVET management. In Component 1, the above mentioned ministries are supported by GIZ on national level in improving and coherently arranging the regulatory framework for promoting employment growth with broad impact. Advising its partners at policy level in the fields of TVET and Labour Market, the component also covers TVET financing and active labour market issues. The Component 1 Team consists of one senior advisor (Head of Component 1), one technical advisor and one junior professional.


Junior professionals
    Generally, junior professionals perform their duties in accordance with guidelines defined by the component heads, or are under the instruction of professionals in higher bands.
    The content of work and the learning stages are geared towards enabling the staff member to assume functions in GIZ band 4 or corresponding activities in the market.
    This function allows the employee to acquire technical and methodological knowledge and personal and social skills which can also be used in other band 4 functions.
A.     Responsibilities
    the Head of Component 1 and other component staff for whom the junior professional performs technical tasks;
    coordinating component activities and communicating with partners and other stakeholders relevant for component 1 activities;
    carrying out specific research tasks which are required for planning the implementation of the component ;
    carrying out specific tasks related to knowledge management for the component.
B.     Tasks
1.      Coordination and monitoring
    assists with planning, coordinating, implementing, and documenting meetings, workshops, seminars and other component activities;
    assists short-term experts assigned to the component in completing their tasks (this includes translation to English if required by international consultants);
    draws up analyses, briefings and participates in events on issues directly related to the component;
    assists with recording and documenting the results of all activities;
    assists with PR work for the component and orders/distributes PR materials on the component as well as GIZ PR materials;
    puts together and maintains an overview of component activities, deadlines etc.;
    supports component monitoring and updates information on progress, documents and reports regularly on the status of results.
2.      Research
    in consultation with the Head of Component 1 and other component staff, prepares and carries out qualitative research tasks.
3.      Knowledge management
    assists in drawing up and reviewing reports and translations;
    assists in communicating, updating and collecting information as required and related to component 1;
    Organise and maintains a library and filing system for the components resources and documents (e.g. laws & regulations, reports etc.).
 4.      General obligations
    is / or has to become familiar with GIZ planning, implementation and reporting procedures and their changes;
    is / or has to become familiar with other programme components, concepts and status of implementation and knows the respective staff;
    represents the interest of the GIZ and SED-TVET and always acts on its behalf;
    carries out other duties and important tasks for SED-TVET in close coordination with the supervisor and Head of Component 1, even if these are not explicitly cited in the job description.
 
C.     Required qualifications, competences and experience
    University Bachelors Degree in Public Administration, Economics, Social Science, Law, and/or Development Studies.
    At least 2 years work experience in an area relevant for the component. 
    Interest in TVET and legal topics is essential;
    Excellent command of MS-Office and of ITC technologies (related software, phone, fax, email, the internet);
    Language skills: good English skills are a must; good writing skills at least in Bahasa Indonesia; good communication skills;
    Soft skills such as teamwork, reliability and flexibility are essential;
    Willingness to work in a highly dynamic work environment;
    Willingness to acquire additional skills or upgrade existing skills as required by the tasks to be performed.
Duty Station: Jakarta, Indonesia

The candidate should have the potential to assume the position of technical advisor in the near future.
