Job Announcement : Technical Advisor TVET

The Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ)GmbH is a German international cooperation enterprise for sustainable development with worldwide operations. SED-TVET is a joint effort of German Development Cooperation and Ministry of Education and Culture, Ministry of Manpower & Transmigration, BAPPENAS and Ministry of Industry. It aims at improving the employability of manpower in selected regions of Indonesia. The GIZ module of SED-TVET consists of four components related to the improvement of the regulatory framework (Component 1), the improvement of local labour market information (Component 2), improvement of formal & informal training offers in selected TVET institutions (Component 3), and institutionally strengthening the assessment and certification system in Indonesia (Component 4). There is also a component in Aceh to consolidate TVET management. In Component 1, the above mentioned ministries are supported by GIZ on national level in improving and coherently arranging the regulatory framework for promoting employment growth with broad impact. Advising its partners at policy level in the fields of TVET and Labour Market, the component also covers TVET financing and active labour market issues. The Component 1 Team consists of one senior advisor (Head of Component 1), one technical advisor and one junior professional.


A.     Responsibilities
The advisor is responsible for
    Supporting the Head of Component 1 in achieving the component’s objectives and indicators. Within this corridor the advisor is responsible for managing his/her own area of responsibility in close coordination with the Head of Component 1;
    Providing professional advisory services to and cooperate with the component’s partners and other stakeholders of Ministry of Education and Culture, Ministry of Manpower and Transmigration, Ministry of Industry, BAPPENAS, representatives of the private sector as well as social society;
    Independent management of technical tasks on component relevant fields to be specified during annual staff talks;
    Innovation and knowledge management within the scope of Component 1.
B.     Tasks
1.      Advising the partner institution(s)
    Participates in identifying needs for external support and/or advise partners on the following topics:
    TVET regulation related to all partner ministries on national & local level;
    governance topics related to autonomi daerah
    public finance related to TVET
    TVET Financing
    Minimum Service Standards
    Assist in developing terms of reference for activities in his/her area of activities, selection and supervision of contracted third parties who carry out selected component activities;
    Deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity;
    Monitors the development and implementation of component plans and activities in close consultation with Head of Component 1.
2.      Networking and cooperation
    Supports cooperation, regular contact and dialogue with partners, relevant institutions, and other stakeholders relevant for  the component to improve and maintain good working relationships;
    Networks with individuals, institutions and organisations in the components environment as part of the component continuous aim to broaden its network of experts and consultants.
3.      Knowledge management
    Ensures knowledge transfer to other components of SED-TVET;
    Prepares documents and presentations in his area of tasks but also contributes to other component related documents;
    Prepares appropriate input for various SED-TVET reports including annual reports, and contributes to the other reports required by the Principal Advisor and GIZ Office Jakarta or Headquarters;
    Prepares oral and written debriefings or minutes of meeting for Head of Component on relevant meetings and events.
4.      Other Duties
    Conducts field visits to the regions in accordance with the requirements of the component and in close coordination with the Head of Component 1;
    Assist or independently manage other duties relevant for the component  or the programme if necessary (subject to discussion with supervisor and Head of Component 1).
C.     Required qualifications, competences and experience
Formal Education
    University Masters Degree in Public Administration, Social Science, Law, and/or Development Studies.
    At least 5 years’ professional experience in a similar position;
    Professional working experience in at least three of the relevant areas: of TVET regulation related to all partner ministries on national & local level; governance topics related to autonomi daerah; public finance related to TVET; TVET Financing; Minimum Service Standards;
    Working experience in other organisations (e.g. international organisations, consultancies, bilateral agencies, NGOs, research) and/or companies.
    Proven ability to understand and work with legal documents is a must;
    Excellent command of MS-Office;
    Language skills: excellent English skills are a must, German is an asset, good writing skills at least in Bahasa Indonesia are essential; Excellent communication skills;
    Ability to think “out-of-the-box” and adapt to a dynamic and changing environment;
    Soft skills such as teamwork, mediation & diplomatic skills are essential;
    Willingness to acquire additional skills or upgrade existing skills as required by the tasks to be performed.
Duty Station: Jakarta, Indonesia
The candidate should have the potential to assume the position of senior advisor in the near future
