Vacancy Announcement: Regional Manager (Sarmi-Papua based)

Tetra Tech ARD is currently accepting expressions of interest for the
Regional Manager (Sarmi-Papua based) on our USAID Indonesia Forestry and
Climate Support Project (USAID IFACS).

USAID IFACS seeks to reduce the threats of deforestation and climate change,
and help the Government of Indonesia (GOI) conserve the country's tropical
forests, wildlife, and ecosystem processes (including carbon sequestration).

JOB SUMMARY:

He/she is responsible for the overall implementation of USAID IFACS
activities in his/her designated region, which will include one or more
targeted landscapes. He/she will report directly to the Deputy Chief of
Party. He/she will supervise a core technical team located in the region and
ensure that this core team implements the IFACS work plan by coordination of
its activities in the region and collaboration with the technical and
administrative support teams located in Jakarta and other designated
partners. He/she will ensure that the IFACS project is both well understood
by all stakeholders in the regions and is well represented there. And that
the best possible enabling environment is attained to support the IFACS
program.

MAIN RESPONSIBILITIES AND TASKS:

1. Participate in the development of the initial regional, landscape,
and district level implementation plans based on the overall project work
plan and oversee their implementation;

2. Lead the annual planning process for their specific region and
landscape and contribute to overall project work plan development;

3. Establish close collaboration between the regional staff and key
local stakeholders important to accomplish the work plans. This will involve
development of existing conservation groups in the landscapes, developing a
common vision (multi-stakeholder) for conservation of forests, biological
diversity and responses required to adapt to climate change;

4. Ensure that regional activities are closely integrated with IFACS
'cross-cutting' activities; including leading and assuring cohesive and
consistent communication and dialogue with key regional stakeholders
including GOI officials, local communities, NGOs, universities, private
sector players, and other donors;

5. Manage the administration of regional resources including staff,
vehicles, partners under subcontract or grants, and others;

6. Play a key role in staff recruitment in the regions, and manage all
regional staff. This includes monitoring performance, conducing annual
evaluations and assigning resources;

7. Review and Approve regional staff and regional office work plans on
an annual basis;

8. Identify key partners and collaborate to reach Project
deliverables. This will include developing RFAs and SOWs, identifying
grantees and subcontractors, and monitoring grantees and subcontracts in the
prime landscape;

9. Coordinate and ensure training and programmatic assistance
completed in: BMPs, spatial planning, wild fire prevention and management,
climate change, landscape scale management, and LEDS sensitive approaches to
economic development are provided for all selected partners in the prime
landscapes;

10. A minimum of 2 private sector partners implementing successful BMPs in
each target landscape;

11. Ensure district spatial and development plans accommodate
requirements for LEDS, especially with respect to using degraded lands for
development activities and maintaining good quality forest in prime
landscape, and that plans are implemented;

12. Coordinate monitoring and evaluation activities with project M&E
specialist, contribute to development of weekly, monthly, quarterly and
annual reports as requested.

13. Assure programmatic, gender and technical integrity of regional
activities through engaging Jakarta based technical advisers and integrating
activities at the field level. Assure activities are compliant with USAID
and GOI environmental guidelines.

QUALIFICATIONS (MINIMUM REQUIREMENTS):

University degree in relevant subject matter such as public administration,
governance, rural development, and others.

10 years of experience working in similar roles either for donor projects,
the private sector, or GOI, 3 years of experience working on donor projects
preferred.

In depth knowledge of the assigned region; should either be from the region
or have at least 5 years working there.

In depth understanding of land use, governance, conservation and climate
change issues in the assigned region.

Native fluency in spoken and written Indonesian.

Professional competency in spoken and written English.

Strong coordination and team playing skills.

Demonstrated ability to work with multi-disciplinary teams.

Ability to engage in activities occurring in multiple field sites with
multiple stakeholders across Indonesia.

Willingness to travel extensively in Indonesia.
